government says it needs No conceivable emergency including bloody war requires so many government powers and so few citizen safeguards the civil liberties association said in written submission to the commission The act passed in half an hour in 1914 is so sweeping that it may even have contributed to RCMP illegalities in the early 19705 the association said JUSTIFIEI ACTIONS Mounties apparently thought the same type of measures that were permissible under the act were justified in their fight against terrorism in Quebec the associations brief said Emergency powers should be
