EMARLE fio BEL KEPPEL OE ghauo Lake OWEN SOUND DERBY BENUNCK BRANT CARMCK lt7 Mddnwi Neustadt NORMANBY Big government that spends too much wastes even more and is mixed up in areas that should be left to private enter prise is the reason for the ills of the Canadian economy the Libertarian candidate for Grey Simcoe says Bill Shannon 32 of Coll ingwood says the Libertarian Party declared an official par ty just this year believes the federal government has only three legitimate functions to provide an armed service to protect against external agresr sion judicial system and an SYDENHAM atsworth 0LLAND ARTEMEStA PROTON internal police force Anything else can be handled by private enterprise Shannon real estate salesman says inflation is caused by governments deficit spending and the only solution to inflation is balanced federal budget Libertarian government would implement an immediate freeze on all government capital expenv diturs and 10 per cent cut in the budgets of government operations and pass legislation to require an annual balanced budget Gradually all government Flesh Dundmk MELANCTHON Shennnne kLW MONO ADlAtA GNMTH Libertarians want less control assistance programs would be eliminated Shannon says He says before welfare programs existed the needy were looked after by their families church organizations and groups like the Salvation Army whom he considered lid better job than the government Theres nothing the matter with welfare he says But it shouldnt be forced on us INVOLVEDGOVERNMENT Once the government got in volved in health insurance all competition was eliminated he says if it were in the hands of private industry there would be competition and the price would lower Similarly private insurance companies could handle pen sions more efficiently than the federal government since the anada Pension Plan is now broke Along with these programs all crown corporations and government agencies like the Post lffice would be returned to private enterprise iovermnent grants would become thing of the past Shannon admits this policy PCs promise tax break for low income people The Progressive onser vative plan to give low and mid dle income people $2 billion tax break which translates into about $300 less taxes for every individual sounds like good idea to incumbent itis Mitges PC The former member of Owen Sound City council and veterinary surgeon thinks more money could then be spent on consumer goods so Canadian manufacturers can get busier and create more jobs and products But Dr Mitges says even when Canadians have money they dont purchase or invest as much as they could Canada is nation of savers he said We save 11 per cent of our disposiblc in come compared to the US rate of about five per cent We dont take entrepreneur chances He attributes the high cost of living to import prices noting that 50 per cent of anadian imr ports are farm products originally exported from Canada High unemployment stems from slow economy Dr Mitge said in which there just arent enough jobs for people He says there are more than million out of work and only 34000 jobs available This situation could be improved if there were more Canadian manufacturers As far as the decreased value of the Canadian dollar is con cerned Dr Mitges thinks it could be stabilized at 90 cents and left to float If we keep bolstering it up other countries wont have enough confidence in us he explained They wont invest at par We cant compete with the United States as far as goods are concerned it costs us more for labor and we deal with climatic conditions He noted it costs onerthird more to raise beef in anada than in the TS His way to get business rollr ing in anada is with an assistance plan whereby per son who invests $10000 in anadian firm can receive tax credit of $3000 Locally these incentives could en courage proprietors to update services in the beach and ski areas One of Dr Mitges top priorities since he took office in 1972 has been his riding he says tell people here that lm the ombudsman wrote to me and the minister will get your letters he said Ive done good job from what people tell me Dr Mitges hates red tape and likes to be in touch with the human element of politics That 32 million acres of farmland in Ontario only 12000 are 111 use does not worry lr Mitges because he says ana dians reproducing enough food for themselves and for export However he knows there is lot of empty farmland because farmers cant make living off it and it is often sold to developers who pay good price for it If farmer could be guaranteed profit lot more land would be put back into pro duct ion he said The govern ment should pay market value for farmland There is too much govern ment involvement in business Or Mitges says and 42 crown corporations is far too many conservative government would review all crown cor porations that are nonprofit making lNNISFlt doesnt make him popular locally since ollingwood Shipyards Ltd wants to build dry dock with government assistance ll it vere an economically feasible venture the company could finance it itself he says As soon as government stops interfering with business people can be phased from the public to the private sector Shannon says anada is considered free country but people hayc no choice in the political party they vote for he says party that gains 13 per cent of the popular vote is rcimbutsed for campaign expenses through taXes GETS lOIlIJR Olli When we get 13 per cent of the popular vote and get our cheque well burn it hesays Shannon says he personally feels the govcrnimnt in anada now rewards laziness with welfare and penalizes produc tivity The more money you make the more taxes your pay he explains It is taken by force and given to the non prtxtuclive He contends if anada were productive place to make money tanadians would reinvest their money at home instead of sending $5 billion out of the country every year In that way industries could we pand creating new jobs and helping the unemployed The attitude in Canada is that its bad for business to make money he says but the more money an employer makes the more hell spend it and the better the economy will be Economic mismanagement affecting workers NDP Hill Proud New Democratic Party candidate says he got in to politics because there arent enough working class people in Canadian political life and theyre the ones most affected by the federal governments economic mismanagement Proud 29 shock absorber quality inspector in Owen Sound and president of the lrcySimcoe NDP Association says workers in general should take more of personal interest and responsibility for the fulureof this country This is cynical period in history about governments because of their poor per formance in controlling prices he says We need government that has guts and the moral willpower to act in the interest of all Canadians The biggest issue is the need for Canada to control the ana dian economy he continued We cant leave it up to 12 or so multinationals to look after the needs of Canadians They have noallegiance While he sees nothing wrong with companies that make profit Proud says the multina tionals and other companies in Canada need proper govern ment guidance and control He said 90 per cent of Owen Sound industries are American owned typical example of the penetration of branch plants in to the Canadian industrial scene of equal importance as an election issue is the need for anational industrial strategy with rational plan for resource development Proud maintains Historically weve exported our raw materials then bought back the finished product he said We cant afford to do that any more We must deter mine what industries We need Proud is convinced Canada could benefit from its own mer chant marine rather than depending on foreign ships in its trade merchant marine would benefit shipbuilding town like Collingwood he said boost ing the economy and creating more jobs Canada could become less dependant on imports by giving grants to Canadian industry He cited the example of apple growers in Meaford who want continuation of government grant that has been cut off to build cold storage facilities lack of cold storage means up pics are imported during the winter lroud said he would help the grower in their attempt to get federal funds llOtSlNG CONCERN lroud is also concerned about the lack of affordable housing in GreySimcoe He suggests an eight per cent mortgage rate for home buyers with incomes under $20000 year He said Joe Clarks plan to make mortgage income payments tax deductible with only benefit young people with money Womens rights have always been in important issue for the NDP Proud says He pointed out that statistics show the average wage has risen since 1970 and so has the relative dif ference between male and female wages females are 44 per cent behind their male counterparts With 227 regular polling star tions nine advance polls and total of 15 possible voting days electors in GreySimctx riding should have no trouble exercis ing their franchise There are three ways to vote ltesident of the riding can vote on election lay May 22 no voting in the retuming office Parsons says this years system is an improvement Were trying to make sure everyone entitled has chance to vote he said Another innovation to the voting procedure affects blind electors Until this year blind voter needed someone else to mark his ballot This year pat tern guides the exact size of the ballots will be issued to the blind The pattern guide has holes punched out to correspond with the circles on the ballot The deputy returning officer will read the candidates names to the blind voter who will fit the guide over the ballot and place his in the appropriate place rvatives didate who was considered an easy win but suffered defeat at the hands of conservative Wilfred Carfield Case former mayor Owen Sound from 194271944 The riding of GreySimcoe was created in 1966 using the majority of Grey North and parts of surrounding ridings It has been altered slightly since then but has always en compassed the larger centres of Owen Sound Collingwood Meaford Thornbury Shallow Lake and recently Wasaga Liberal claims unity key issue in upcoming election ireySiinciws liberal can didate says the upcoming elcc tion is key factor in determin ing the future of anada as country its an extremely important election winch will determine whether theres strong federal government to cope with the divisive elements or were stuck with one that meanders hither and you lack Morgan president of the ireySimctx Liberal Associa tion and Meaford resident said Morgan 39 head of the English department at Georgian Bay Secondary School in Meaford says anada needs prime minister with ex pericncc lierre Irudcau It also needs government that can elect members from Quebec The liberal government can provide that kind of strength he says He has no doubts about lrudeaus tough decisive in telhgent leadership lhats whats needed he said 1oclark vascilates He cant make up his mind lheres no comparison between the twomen Although Morgan recognies the problems of inflation and high unemployment facing anada he says the current government has done tremen dous job of controlling the lat ter problem Our inflation rate is lower than the Americans he claims and in the past 12 months through job creation 400000 more people are work ing He said inflationary dif ficulties are partly due to inter national circumstances the high price of imported food and energy Morgan is certain things are getting better He says declin ing enrolment in secondary schools indicates that anada will have an employment pro blcm in four or five years with not enough workers to fill jobs Small business is the backbone of the country Morgan says and the federal government should assist it in any way possible Sixty per cent of jobs are created by small businesses he claims He suggests federal business development bank to provide loans to businessmen but emphasizes once the government helps business get on its feel it should then stand back and let it operate freely When questioned by people as to why Canada imports to the great extent it does Morgan says the country is in the inter national market and must im port lie is in favor of the crea tion of more anadian owned industries Were not ready to start crusade to buy back foreign owned companies because we need the outside capital he explains Our country has done well from the influx of foreign capital But we should start new companies with Canadian money the local front Morgan said hes always been convinc lately Beach Returning officer Jim Par sons has been resident of the area since 1949 and returning officer for the past nine years Speaking as someone whos been through many elections he says the conservatives seem to have comfortable majori ty in GreySimcoe and are ex pected to maintain their seat That would put Dr Mitges in his third term in office and make it clear that once undecided riding has gone PC all the way JACK MORGAN ed of the value of good local inembber of parliament He said an MPs role in the fight againt unemployment is to work with municitxilities to help with job creation We need more secondary in dustries he said He said there are at least four good but undeveloped small craft harbors on the south shore of Georgian Bay that could be improved with the help of government funds Harbors are federal responsibility be ex plains He said the development of the harbors is important for booming recreational area like GreySimcoe Socreds say economy only issue want to give consumer money BRUCE ARNOLD Stories by Lori Cohen Social Credit candidate Bruce Arnold wants money put into the hands of the consumer not the producer to solve the problem of Canadas unbalanc ed economy The inoney hes referring to would be new money created by Bank of Canada deposited in national credit account and distributed to the people in the form of family allowance and pension increases interest free loans to municipalities and pro vinces grants and hoincowners fund It would also go toward repayment of the pulic debt to reduce taxation and provide more income for personal use Arnold 42 resident of Wasaga Beach is national president of the party He is parttimejournalist and former evangelist He says there is no doubt that Canadas economy is the only real election issue He refers to it as an actual sickness so serious that the rest of the issues are insignifi cant Anyone who would deny that the economy causes disuni ty even suicides and harp on some little issue like national unity is almost traitor he said He said the mismanaged economy is the cause of unemployment inflation and even the increase in the crime rate Our economy is based on system of social debt thats built right into the budget he explained The government borrows and its example filters through to industry and con sumers He said the consumer debt is now $22 billion More money in consumers hands means more money in circulation to buy Canadian made goods Arnold ays leading to full production and morejobs GOODS STOCKEI Arnold says stores stocked with Canadian goods must now sell them at 10 per cent higher price than goods from the United States He says if stores are compensated and allowed to sell Canadian goods cheaper inventories will deplete and factories will have to increase production This also translates into fewer layoffs The first thing social credit government would do is revise the Canada Bank Act which was supposed to be revised two years ago Arnold says Second it would address the issue of bringing the constitu tion back to Canada and get provincial leaders to recognize the change of direc tion it should be taking Tem porary steps to ease the unemployment problem before making major changes would also be priority Arnold says the problems fac ing residents of GreySimcoe are the same as those facing all Canadians He said the incum bent is an extremely honest capable and likable politician but unfortunately residents were saddled with politically impotent representative Once or twice he attempted to do something for the riding and received no sup art from his own caucus Arno said would be in the front benches and have the ear of plenty of people vsa
