MP announced Monday he would not seek an eighth term of office Appropriately the announcement was made quietly at the Ryaiard family farm just outside his beloved Orillia The ltynard years in Ottawa began with his election during the Conservative landslide of 1937 It was then that Dr ltynaid began his personal friendship with former prime minister John Diefenbaker friendship that endures to this day During his tenure in Ottawa Dr ltyiiard kept up an active medical practice and once turned down cabinet position because of medical commitments As personal psysiciaii to Mr Diefenbaker Dr ltyiiard is credited with saving the life of the former prime minister during an incident in Ottawa in 1968 In another medical anecdote Dr ltynard was in the midst of an important speech when he was called to attend to MP who had suf fered heart attack in his office Small wonder that the Sinicoe North Ml became known as the house physician His medical expertise also qualified him to serve ably as the health and welfare critic During Liberal governments under Mr Pearson and Mr lrudeau and even at the height oflrudeauinania Dr ltynard always retain ed his seat for the Tories the longer he remained in office the more he seemed unbeatable Some joked that as an obstetrician the doctor had xxrsonally delivered enough babies to ensure his reelection But Dr Rynards political success was no accident He an in defatigable worker who could do the Work of man half his age He also possessed quality found in few piliticiaiislie was kind man Dr Rynard remembered things like anniversaries and people in hospitals He always seemed to know when son or daughter was graduating and there was always congratulatory note to help celebrate the occasion Thats the mark of an astute politician of course But Dr liyiiard did it with such regularity you knew it was also sincere interest in his constituents That interest was demonstrated time and time again If you had problem you phoned Dr tynard and you received an answer That kind of respynsibility was trademark Above all Dr Hynard had feel for the riding and for Canada It was feeling basal on faith moral character and selfreliance that Dr Rynard expressdl again and again There can bc no doubt that Dr Itynard served us well in his long years in itawa He has earned our respect and congratulations as he now leaves public life Dear Sir It was is the Crown corporation belonging to the people of Canada that can stand up to the Exxons of this world that can stand up to the provincial governments During the first week of the campaign the prime minister talked about Petrocan in vir tually every speech The Exxon diversion proved its value he said Now finally there is an oil company wholly owned bv Canadians that can stand up to the multi nationals No more he declared will Canadianbound Venezuela oil be diverted to US parent DIFFICLLT SPOT The Conservatives have not had an easy time articulating an energy policy that differs much from the Liberals and the commitment to abolish overhaul or privatize Petrocan clearly doesnt help Clark was in an obvious quandary when the subject arose at his first campaign press conference And he can be sure it will be raised good many times in the future What he was asked would he do if he were prime minister and imperial Oil diverted oil to the LS under orders from its parent firm Well he replied he would talk to the company in private and he would talk tough But what exactly would hé do The answers didnt come easily The Tory leader mentioned that the government had the power to nationalize companies which is not convincing response from someone who wants to denationalize Petrocan And he also talked about things the government might do with export permits But most of all he talked about environmental laws that might be more rigidly enforced around the Canadian subsidiaries of multinational cor porations In view of the Exxon incident and the Tory commitment to change
