Products the examiner Wednesday Dec 1978 VVhere istax cut UIIAWA CF If youre like most Christmas shoppers you have yet to see any trace of the threepercent sales tax reduction announced in the Nov 16 federal budget To economists and market experts it was predictable that the tax cut would take about three months to reach con sumers but the timelag is causing headaches for retailers and could mean dilemma for the government in the weeks ahead Progressive Conservatives have promised to get as much political mileage as possible from the fact that the tax cut is still working its way through the system In many cases this means people are holding off major purchases until next year The federal sales tax reduc tion to nine per cent from its prebudget 12 per cent went into effect Nov 17 on all products leaving the factory or goods entering the country as im ports However finance officials have estimated there was $10 billion in goods caught somewhere between the factory and the consumer at the time the cut was announced This meant the wholesalers middlemen and store owners holding these goods had paid the 12percent tax to the manufacturers on products sit ting in their store rooms warehouses on showroom floors or store shelves WENT TO SEE Sinclair Stevens Conser vative finance critic recently toured number of appliance outlets furniture stores and automobile showrooms to see what would happen to these goods caught in transit He said virtually every store owner has been asked why he was selling his goods at prebudget prices when the government had announced taxcut Stevens said retailers were either accused by potential customers of trying to keep the benefits of the tax cut from them or were told by con sumers they would come back in few months when the tax reduction was apparent This means the government has stalled the economy by the very measure with which it planned to stimulate spending Stevens said Government spokesmen say there is little basis for such ac cusations They say it is still too soon to get an accurate reading on spending patterns since the budget came into effect They also point out that many consumers delay purchase of automobiles and other major items in December because they are preoccupied with Christmas shopping MOST BOUGHT Consumer studies have shown that jewelry clothing and other small items make up the bulk of Christmas buying Chretien acknowledges his cut may not reach consumers for some time but he says it would cost the government too much to make the reduction im mediately effective to buyers There is way of making sure wholesalers and retailers can immediately pass on the benefits of such reduction Used most recently by former finance minister John Turner in 1974 the scheme works this way The government calculates the difference between the new tax and the higher tax level paid by wholesalers and retailers It then sends them cheque for the difference to cover all goods working their way through the system Turner used this after an nouncing the removal of the federal sales tax on clothing and footwear four years ago But Chretien has rejected the scheme as too expensive He estimates it would cost the federal treasury $300 million to send refunds and says this is an unthinkable expenditure when the federal deficit is already ex pected to exceed $12 billion this year Conservatives agree It would
