Federation of Agriculture Mrs Menzies said while farmgate prices do not come under the A18 guidelines the AIB and the marketing boards must con lvince the public prices comply with the program cannot overemphasize how important believe the visibili ty of compliance by marketing boards to be she said Mrs Menzies said the AIB has been meeting with rep resentatives of marketing groups to establish framework to ensure corn pliaance with the program The A18 would interpret the guidelines monitor prices and inform the marketing board if price exceeds the guidelines However it would be up to the marketing board to decide what action would be taken This think is important Mrs Menzies said Consumers will see such supervisory agen cies operating in their interests as well as in the farmers in terests She said many marketing boards have said their pricing decisions since October 1975 when the regulations came into effect have been within the spirit of the program This may very well be the case and judging by the action of prices within the Consumer Price Index this probably is the case she said Nevertheless it is im possible for the consumer to know whether this is actually the case without specifically defined framework by which compliance can be measured and measured consistently across Canada she said Mrs Menzies said the objec tivity of some marketing boards has been questioned and farmers have not done well in explaining to the non farm community the role of marketing boards that manage supply and influence prices She said governments and academics have failed to ex plain to producers and con sumers how marketing boards can achieve price stabilization without adversely affecting the position of products in interna tional trade Consumers thrashing about in the dark because of these failures in policy communica tion have been too sweeping in their condemnation she said adding We need time to sort out the good from the bad In response to question she told the audience compliance with the program means an Ill dividual or company can in crease prices if costs increase but is not permitted to earn ex cess revenue or profit She said the AIB is an economic scheme not social program designed to redis tribute incomes The board does not tell company how much profit it should earn but controls the amount of in crease she said Board does have control over some food prices ELMVALE The AntiIn flation Board has control over 58 per cent of the food factor which brought the Consumer Price Index CPI down to 65 per cent from 106 per cent says June Menzies AIB vice chairman Speaking at the annual meeting of the Simcoe County Federation of Agriculture Mrs Menzies observed that critics say the drop in the CPI is due to food prices over which the AIB has no control Food at the farm gate is not controlled she said but it along with imports amount to 42 per cent of the food factor The remaining percentage represents processing packag ing retailing and transporta tion which are controled by the guidelines she said The prices of agricultural products are determined by supply and demand she said and impossible to control without running high risk of severely distorting the supply picture While few of the 105 marketing boards across Canada have pricesetting powers Mrs Menzies said the public believes firmly if wrongly that they are at the mercy of monopolistic sup pliers making decisions in their own shortrun interests Mrs Menzies said expansion of the guidelines to include some boards will show the public the boards are comply ing She said the board regrets taking so long to establish the monitoring system Board guides apply to five marketing agencies egg turkey and industrial milk boards at the federal level and broiler chicken and fluid milk boards under provincial ju risdiction Dairy products poultry and eggs constitute 23 per cent of the food component of the CPI In the 12 months ended in September the index rose three per cent for dairy products and one per cent for eggs but fell six per cent for poultry Prices during the year before controls were introduced rose 27 per cent for dairy products 10 per cent for eggs and 15 per Sopinka Mr Sopinka argued against Barries request to present let ters from Darcy McKeough Ontario Treasurer to the OMB chairman John Palmer He questioned the citys right to submit the letters as evidence without sup rt from expert witnesses rom the treasury department James McCallum QC the citys lawyer for the hearing said he wanted the letters which are in the boards files included with his opening statements Mr McCallum said he does not intend to call witnesses because the letters are provin cial statements When he continued pleading to read the letters Alex Arrell hearing chairman said no Mr Arrell told Mr Sopinka to subpoena someone from the treasury department to tell the board the content of the letters Mr McKeough who wrote the letters can not be sub poenaed as he is provincial cabinet minister Mr McCallum won second decision later in the day when Mr Sopinka questioned whe ther the Toronto Centre Region report was indeed printed by the Ontario government Where does it say including the Simcoe Georgian Area Task Force SGATF final report the SGATF second interim report the Toronto Centre Region plan and the annexa tion study He stated some of the reasons for selecting before Judge Couture Scheel is charged with 13 counts of fraud Crown attorney Doug Ilunt told thejury that he intended to show that Scheel who ran pallet company took money from potential purchasers with no intention of providing the supplies they ordered Mr Hunt said Scheel was in volved in Metro Pallet Repair company which made and repaired pallets The pallets used to stack things to prevent them from contacting the ground were bought mostly by farmers Mr Hunt said the business started in Mississauga but in the winter of 197273 moved to Alliston He said that by the fall of 1973 Scheels company was in bad financial condition and was working with $35000 bank overdraft He said that at that point Scheel began taking orders and accepting partial payment for pallet boxes rectangular wooden structures farmers used to store vegetables in fields during the harvest He said that some of those placing orders had actually gotttcn all they ordered some had only gotten some and others had received none Mr Ilunt said he intends to prove from testimony of Schecls workers that Scheel never intended to provide the pallet boxes and therefore ac cepted the farmers money dc ceitfully Mr Ilunt from Toronto is handling the case instead of Barrie Crown attorney because he was involved at the beginn ing Scheel is represented by Harrie lawyer Paul llermiston There is no estimate on the length of Ontario Oct Mothers Pizza and Spaghetti House which is opening in Bar rie in December did not attend the hearing because of mis directed mail but its applica tion was approved because there were no objectors Mothers representatives ap peared before the board in Toronto Laurel Woods licence officer for the board says the licences have not yet been issued because all the firms applying had to make the area Oro Township and part of Vespra he said does drain into the Nottawasaga but Will not need expensive servicing tech niques Mr Bacon said shallow creek bed runs through the Oro area which can
