authori ty to ask for site plans before any building permits are given out by the building department Even if the property is pro perly zoned to permit the new development The city will be able to con trol removal of snow from driveways offstreet parking requirements conveyance to the city without cost of easements floodlighting walls fences hedges and gradingchanges The bylaw states that no development or rttltvtltipllltlll of land or buildings shall take place in the city where as con ditioii of development or redevelopment of any land or buildings the council prohibits or requires the provision maintenance and use of the facilities and matters This is for all industrial com mercial and residential zoned property The Greater Barrie hamber of ommercc is objecting for number of reasons to the bylaw and its controls The chamber says the bylaw gives council wide powers to allow developments or disallow it anywhere in the city but does not set any guidelines on how the powers are used The ensuing uncertainty and lack of at least some uniform standards will hinder the orderly development of the city industrially and commerv cially the chamber said in press release The chamber alsoclaims bylaw 107 is not needed ior orderly development in the 11 the bylaw purports to allow council to control any features in Section 35 tat and the bylaw is vague and will promote was found shot on the doorstep of home next door Staff Insp Des Roland of the Peel regional police said no sus pects are being sought He said the man and woman living in the house were not married neighbor said the gunman who apparently com mitted suicide later was the dead womans estranged hus band Staff Insp Roland said an ar med man arrived by car about 330 at the home where the man and accidents City Police report five minor accidents all without injuries and area Ontario Provincial Police say there were seven minor accidents The snow was restricted to the immediate Barrie area rather than personal opinion The discussion lasted longer than the board normally spends on any one issue and included comments from some infre quently heardfrom trustees There was some confusion as to which motion meant what and trustees also had to take straw vote to decide if the separate school representatives could vote on the issue The two separate school trustees Joe Whelan and Gilbert Lesperance are only eligible to vote on secondary school matters or items that ef fect the entire board Trustees decided that while the existing program is being introduced to Grades and the matter of family life educa tion effects the whole school system Mr Whelan voted Mr Lesperance abstained Surplus seen in budget The Simcoe County Board of Educations controversial $63 million 1976 operating budget is expected to end with $145000 sur lus this year surplus will be used to reduce taxes in 1977 The 1975 surplus was $13730 The major protion of the surplus $71000 comes from the secondary school panel where teacher salaries did not climb as high as originally forecast The board also reduced ad ministrative costs through staff reductions and encoura ing staff to take extra holi ays without pay during the sum mer The board will however ex ceed its budgeted amounts for noon hour supervision interest payment on loans and capital expenditures sanitary sewer installation at Banting
