Throne speech covers bilin By DAL WARRINGTON OTTAWA CP shift in bilingualism emphasis new jobcreating programs better mechanisms for labormanagement bargain ing and the return of some government ac tivities to private enterprise were forecast in the speech from the throne Tuesday The speech opening new session of Parliament was seen by observers as move by Prime Minister Trudeau to gain popular support for his government Recent public opinion polls have shown the Liberal govern ment lagging badly Hints of break for business and industry brought praise from John Bulloch president of the Canadian Federation of Independent Business He saw signs that the government will be interfering less that they will be at tempting to make the marketplace work bet ter But Joe Morris the Canadian Labor Con gress president deplored the governments failure to signal an early end of wage con trols And Progressive Conservative Leader Joe Clark said the speech sounded good but gave no indication of concrete action on ma jor problems Ed Broadbent New Democrat leader said the speech obviously was aimed at boosting Liberal standings in the polls But Sam Hughes executive director of the Canadian Chamber of Commerce said in Montreal it was encouraging to business LANGUAGE AN ISSUE The government said it still is committed to more bilingualism in the public service But recognizing recent criticism it elected to try for better balance between bilingual pro grams The aim will be more money for Frenchor Englishlanguage studies for young people in schools and less for language training by
