Saturday October 1976 the inflationary pace There are those who argue that good deal more might be done such as reducing interest rates and cut ting down on government spending to reduce taxes and curb mounting public debt But the price and wage control measures might be considered start There have been differences of opinion over enforcement with variations of the guidelines allowed certain groups and some prices ex ceeding the guidelines there is much concern over rising fuel electricity and gasoline prices The controversy stirred by Mls at by voting themselves healthy increases before approving the controls has been duly noted The North Simcoc member Dr Rynard was one of the few who voted against this increase It is well recognized that inflation for sometimes it is the start makes most of the complaints have not referred to this aspect but rather the need to curb the inflationary trend The latter affects the elderly more because their savings were in period when the economy was tighter but the rises in cost of living have hit people generally That this is recognized by most Canadians was reflected by Gallup poll which indicated that 62 to 63 per cent of Canadians feel that work stoppage in protest of con trols on October 14 is irresponsible Many also believe that it shouldnt be necessary for the government to spend $12 million of the taxpayers money to convince people the con trol policy is in their interest For example an independent realestate agent whose sole office is in his home could claim the car expenses in curred in serving clients at their homes or at BOWMAN It was on October ti 1874 that the North West Mounted Police arrived at Fort Whoopllp near presentday Lethbridgc Al ierta The greenhorn policemen had begun their trek from Fort Dufferin Manitoba on July ii The original force consisted of 275 men divided in to six troops troop rode dark bay horses ll dark browns bright chestnuts grays blacks and light bays When they arrived at Roche lcrcce part of troop was di verted to Fort Edmonton and arrived there on October 27 It was rugged trip across the Prairies and sometimes the police saw ho ds of thousands of buffalo In September the main body became lost near Sweetgrass and Colonel French went to Fort Benson for help It was there that he engaged Jerry Potts to be guide and Jerry who became an almost legendary figure took the po lice straight to Fort WhoopU The fort was supposed to the headquarters of the illicit fur traders on the Prairies They often got furs from the In dians by giving them Whoop Up Bug Juice which was mixture of whisky chewing to bacco red pepper inger mo lassw and water en boiled Sometimes castile soap was ad ded to the mixture The Indians Went wild and killed each other and some of the fur traders The furtraders also fought among themselves FROM PARLIAMENT HILL Quebec election could be grabber Ry STEWART MacIJIOll Ottawa Bureau Thomson News Service With Prime Minister Trudeau warning us that Canada could break up over the buildin bili ngualism backlash the orth coming provincial election in Quebec could turn into real grabber The language issue likely will dominate the cam pai viously the bilingualism issue is viewed differently in Quebec than in the rest of Canada and in the campaign it will take on new complexities as voters try to sort out the changing policies of the various parties And if former environment minister Jean Marchand does enter the provincial field with Premier Bourassas Liberals he is bound to be caught up in the language issue because this is why he resigned from the federal cabinet Mr Marchand could not accept the terms of the agreement between Trans port Minister tto Lang and striking aircraft pilots and air traffic controllers Should he who can scold Canadians for their materialism while enjoy ing lifestyle of nearimperial splendor himself Quite apart from the prime ministers conspicuous con sumption however theres an even greater contradiction in the poplular cliches that lie be hin fashionable attitude that decries economic growth labelling it crass and ex cessicely materialistic The socalled anti materialists zealously demand that economic growth be limited or abolished either to preserve the environmenta cause that anybody would sup portor for some more nebulous concept that material comforts are bad for people Yet they are just as zealous in their professed concern about unemployment and poverty roblems that flow directly rom economic stagnation That suggests certain elit ism class diddain Weve got spoken defender of French Ironically it is the provincial Liberals traditionally the federalist party who have taken the strongest stand on language and that con troversial Bill 22 which makes French the official language of Quebec is still sending waves of controversy across the coun try ISSUE ONFLSED The Union Nationale Party traditionally the defender of the French language and culture has promised to abolish Bill 22 in an apparent move to win sup port among Englishspeaking voters And with the separatist Parti Quebecois also falling over itself in an effort to attract English votes the whole la gua issue is becoming mu def There are sharp dis agreements within the Parti Quebecois over other issues as well particularly relating to economic policy And some par ty members dont like Rene chesques watereddown referendum approach to Quebec Indeixndence However its almost certain that his party will make some deep inroads into Liberal areas role llut fourth and most dis couriiging the people should lower your expectations and be satisfied with what you have The prime minister would never put it that way of course But thats the message that some Canadians feel they are getting from himand thats why ey fear that the antiin flation program may really be means freezing them into their present economic station inlife WEARING HALO Somehow the nogrowth elit ists manage to cast themselves in the role of the enlightened morally su rior to those not on their ban wagon more sensi tive than the masses Such pose can serve as cover for the politics of self ishnessan unwillingness to share their abundance with the poor who might demand more or themselves as they are lif ted up by economic growth failure to maintain eco nomic growth means continued poverty de rivation disease squalor egradation and slavery to souldestroying work for countless millions of the of the province when the votes are counted Because of the way the seats are distributed the party was able to elect only six members in 1973 despite the fact that some 30 per cent of the voters su ported the PQ The Liberals ected 100 Recent public opinion polls indicate that the PQ now is slightly ahead of the Liberals in terms of popular support but that 50 per cent of the voters are undecided However no one is suggesting the PQ will form the next government Given the present distribution of seats along with the vast amounts of money available for Liberal cam paign Premier Bourassa would appear to be in little danger of being toppled There are several reasons why the Liberals could benefit from an early election rather than waiting year With the language issue ablaze because of the air dispute Mr Bourassa could safely take on Ottawa as the defender of the French lanr guage Surveys have shown there is massive support in Quebec for Frenchspeaking pi lots and controllers And with Mr Marchand in the campaign this would be natural There is also reported to be some conceni In Quebec ity that the popularity of the fed eral Liberals will continue to plunge which could have some Spilltiff iii provuicial politics And the premier is also anxtous to exploit current rifts in the larti Quebecois along with for cing the From Nationalc into action before its new leader Rodriguc lliron becomes well established So far Mr liiron hasnt spent imich time dis cussing policies apart from his views on Bill 22 Regardless of what issue Mr Bourassa advances as his main platform plank its likely that uiilingualisin and bilingualism will emerge as the biggest con versation pieces in the camp agn And it could even involve Mr Trudeau directly Although he doesnt become involved in provincial politics he said this policy would have to be re viewed if the future of the coun try was ever in danger And judging by what he said in Toronto recently he seems to think we could be close to that point worlds population writes Ox ford economist Wilfrid Becker man in his recently published book In Defence Of Economic Growth Clarke Irwin and Co 277 pages $565 In other words unless the economies of the world con tinue to expand there just wont be enough jobs to relieve poverty and to employ the strengths Western Europe par ticularly the European Eco nomic tomniunity iEEt which looks to Reno for leader ship and stability and has bun dragging its feet for months awaiting the election results The EEC members feared iiimrtainty more than chan since there are few major if ferenees between the less than radical socialists and the other for economic growth They want lower housmg densities and better schools and hospitals They want washing ma chines and refrigeratois to re lieve domestic drudgery They want cars and the freedom they give on week ends and holidays And they want packagetour holidays to Majorca even if this means more noise of night flights and eating fish and chips on previously secluded beacheswhy should they not enjoy the sun Yes the nogrowth camp would respond they want them
