Gard Hys10p Councils affairs scholar John Holmes says that conservative society laid out for Canada in the ar rival of thousands of Loyalists who were determined to re serve monarchy and ass structure actually emerged more humanitarian than the American one The reason says Holmes is that the British imperial system made changes through Parliament most notably the legislation of 1833 rather than civil war to expunge slavery This tradition placed Canada on route of implementing so cial justice through legislation which America would not hon estly ursue until the era of Frank in Roosevelts New Deal of the 19305 On imperialism Holmes the moderate actually sees Cana dian versions of it more domi nant than the muchrepeated American one McNaught as you might expect sees Ameli can imperialism in Bureau Thomson News Service Sometimes when politician makes spurofthemoment decision in the face of anger he will quickly regret his action But its been couple of weeks now since Lloyd Francis quit as parliamentary secretary to protest the lack of Ottawa rep resentation in the federal cabi net and hes more convinced than ever about his decision would do the same thing again There is no question about it From his Ottawa West con stituency Mr Francis claims the letters and calls are run ning about 101 in support of his action And he has been iven unanimous vote of co idence by his riding association Now the whitehaired 56 yearold economist is starting to work on series of speeches in which he will take critical look at some of the government policies that encoura ed his protest am going to more outspoken from now on and say some of the things that have to besaid There are those who ar that MR Francis really di nt make major sacrifice in giv ing up $5300ayear parlia mentary secretarys ition because his term wo have been up in few weeks anyway and in all likelihood he would go back to his basic parliamen tary income of $34900 FUTURE AFFECTED But assuming he will be in Parliament for some time this glilBLE THOUGHT am the vine ye are the branches He that abideth In me and in him the same br Ingeth forth much fruit for without me ye can do nothing John 155 The greatest thing that can happen to us is to realize that we are helpless but that God is Almighty can do all things through Christ which streng theneth me move could certainly affect his career opportunities Prime Minister Trudeau is not the type to offer cabinet appoint ments or other goodies to indi viduals who walk out on snit For months now Mr Francis has been expressing quiet con cern about the governments al leged lack of consultation with elected representatives on mat ters affecting the capital region He says that 20000 jobs have been moved out of the region without local MP5 being consulted Furthermore thousands of federal jobs are being moved across the river to Hull The former deputy ma or of Ottawa had expected to in vited into the cabinet during this recent shuffleapparently Mr Trudeau drop some pretty strong hints this ut no area MPs were involved So Mr Francis took pen in hand and let the prime minister now how he felt Mr Prime Minister do not believe that can any longer serve you as arliamentary secrets and as toberelieved of my uties The letter fell with thud in the neighboring riding of OttawaCarleton where Liberal candidate was alread involved in an uphill battle osucceedJohnTurner am sorry about that said Mr Francis but didnt pick the timing Mr Trudeau did that with his cabinet announce ment Since he quit as parlia mentar secretary to the presi dent treasury board Mr Francis has spent week in Washington studying local gov ernment in that federal district And he plans other similar trips Washington is moving to democracy after findin it was impossible to govern 518 city un er federal district But were moving the other way giving unprecedented powers to he National Capital Commis sion and bypassing elected rep resentatives am going to be very out spoken in my views on this and have whole series of things want to say about the govern ments bilingual bonus pro gram He will be starting within few weeks when he de livers his first such speech to an Ottawa service club have more freedom now and there is just no way can just sit here silently and not say anything If the government is not interested in getting an Ot tawa viewpoint within cabinet then will provide it from out side This might prove to be good for the city of Ottawa but it could be embarrassing for the government Mr Francis has some pretty strong feelings to vent not all of them designed to bring Nobel Prize to Mr Trudeau And that poor guy who is trying to win for the Lib erals in OttawaCarleton prob ably wishes to vote was today instead of Oct 14 Its unfortunate says Mr Francis READER FOR JIM Drop an American program and return Sesame Street elected officials are taking us My conclusions are It will increase costs to Barrie tax ayers It wil increase costs to Vespra taxpayers It will increase costs to In nisfil taxpayers It will increase taxes without increasing services to the annexed taxpayer It will raise the cost of housing in annexed areas The resultant higher taxes and service limitations may impede industrial growth It will benefit city politi cians who want more control The hearing should be deferred and Innisfil Vespra Simcoe County Barrie Orillia and the Ontario government should sit down and negotiate prior to hearing In particular full disclosure should be made of finance needs and debt responsibility Tax implica tions should be known believe strongly in the need for growth in controlled and acceptable manner Dear Sir Many thanks for printing mv lengthy letter and questionr naire regarding Sesame Street have received few respon ses in the mail and must assume that CKVR has received several more Thank you As you are probably aware the Simcoe County Board of Education the Simcoe County Roman Catholic Separate School Board and the Huronia Chapter of the Registered Nur ses Association have already supported the return of Sesame Street CKVR must consider that it is privileged enterprise that does not have to be concerned about the opinions of its con sumers It has always been my un derstanding that the media tries to provide service to the public However CKVR feels quite free to do grave disser vice to significant percentage Youngsters have lost not because of themselves Dear Sir must take exception to your lead editorial Saturday re churches To set the record am pro duct of an earlier era when the church had influence went to central Toronto public school later went to high school and we didnt even have locks on our lockers and never lost or gained an article sang in the church choir for 18 ears Maybe didnt always ike it but today 40 years later still address in su riois with Sir In school ac ers were sir or mam police were sir Today our youngsters have lost all these values not because More involved than parade Open Sunday disturbing Dear Sir Thank you for your editorial Association mistaken on parade question which air to some of the issues which should concern us all would however like to clarify few points which you have introduced Hopefully in so doing will be able to assuage some of your concerns You will already be aware by the advertisement place Sept 22nd that it was the in tention of the Ministerial Association to voice our collec tive feeling of opposition to the Contradictions that need believe Barrie can be selec tive in its industry but it must stay com titive with other communities and it must first consider the well being and the ability to pay of its own citizens At present the lines are being drawn for the hearing battle As it is an adversary approach the general tenure of the township and county ar guments will be that Barrie wants too much Should these arguments prevail Barrie will be awarded smaller amount of land and the real problem of land plann ing will be put aside In another five to 10 years another annexation fight will arise after uncoordinated grc has caused another Bay stri Planning land use of the area atthecoun level as rt ners is less cos more lexi ble and in the best interests of all the taxpa ers of the area Regretfuly these articles seem an attack on the present of the preschoolers in Simcoe County The issue at this point is not whether Sesame Street is the best educational program nor is it whether our children should be exposed to Canadian content support Canadian content and would be very happy if Canadian producer could come up with program of similar quality and interest to children as Sesame Street have watched the American version of Sesame Street and it is far different from the Canadian version The main issue at this par ticular time is that there is group of Simcoe County children perhaps 50 to 80 per cent who can and probably do watch Sesame Street on dif ferent channel and there is another group perhaps 20 to 50 per cent who are unable to receive Sesame Street because of channel 3s action When these two groups of children en ter kindergarten there will be of their fault but rather the fault of their parents and par ticularly the press and radio TV who over the past 30 years have eroded the morals of the nation to the point that now we have uncontrolled vandalism parks ruined schools damaged trees broken uncontrolled drugs 21 times the broken marriage homes and children left with single parent or no parent We have to hire doctors counsellors to try and straighten them out Its not their fault The fault lies because they have no guidance dont know Mr Waldock but assume when he says church he means all religious training All faiths have something to plan of Sunday parade rather than campaign for protests As leaders of the Christian community of Barrie we felt it our responsibility to make positional statement Certainly there is more in volved than Sunday parade The whole trend to an open Sunday in Our Christian Society is disturbing but the parade issue happens to be the oneathand The ministers of Rarrie have considered this matter very carefully discussing it with the Heres pictorial letter to the editor Mrs Lorne Som mcrs of RRIII Barrie says that with the controversy Over the core of the city this PICTORIAL LETTER TO THE EDITOR photograph of the former CN station at Memorial Square might be of interest She said the large area of washrooms and restrooms were at one time real blessing She hopes it will be considered in planning administration and council but am deepl concerned that the questions report has raised have not been openly discussed The present stance that it cant be discussed because its before the Ontario Municipal Board is hogwash The complications and the seriousness of the hearings will robably mean no decision fore the election for one would like some answers before vote How about you Mr Bentley will be making presentation at the Ontario Muni cipal Board hearing on Barries annexation proposal He welcomes ideas and thoughts on the subject He can be con tacted at 56 Woodcrest Barrie great gap in the knowledge and skill these children possess This is going to create problem for both the children and the teachers Preschoolers make up large percentage of the am to pm television viewers If CKVR must limit the childrens programs to two hours onehalf hour of which is repeat of the am program then please give us choice of all the best programs that are currently available would gladly give up some adult American content programs so that my children could have the advantage of Sesame Street Unfortunately feel that the group of people who are most affected by channel 3s action are the type of people who do not write letters to the editor Public outrage is the only thing that will move CKVR at this point Sandra Bates RR Orillia contribute not found in pool hall or beer parlor You state some people do not believe the church has the answer Well who does An editors licence should give you the privilege of raising morals and ethics not tear them down to the least common denominator The only time some people go near church is to get married or buried or for free handout which they may not have needed had they some ethical training and had lived life that could be normal which they could have passed on to their children SLISCUMB members of their congrega tions Dialogue was begunwnh the Jaycees early last spring when it was brough to our attention that their
