DEPARTMENT Barries 1969 zoning bylaw is causing few headaches for the city planning and development department Kevin Hiles wants to put an indoor miniature golf course in an area zoned for restricted in dustrial use According to the bylaw recreational establishments such as bowling alleys curling rinks dance halls theatres and billiard parlors are allowed But miniature golf courses are not They have to go in areas zoned for either general or heavy industry The bylaw does not specify indoor or outdoor courses Mr Hiles asked the city development committee for some action on his building per mit for the indoor course The committee decided it is up to the planning and develop ment department to interpret the meaning of the bylaw Mr Hiles asked about the dif ference between an indoor miniature golf course and theatre or bowling alley Ald George Harper commit tee member said when the bylaw was prepared in 1969 ci ty officials probably had never heard of an indoor miniature golf course think we have to be flexi ble enough to recognize it as recreational use indoors he said Theres no question about it understood it to be recreational use Ald Jim Perri city develop ment first option to buy them at market value He said there is possibility other provincial government departments will want the houses valued at about $40000 each We wont make any decision to sell the houses to OHC until your city Barrie council is ad vised he said OHC is caus ing some problems in this area but theyre not taking any homes on that street Jim Dalgleish area manager for the Central Ontario Branch of the Ontario Housing Corp said OHC does not have any plans right now to take over the houses Mr Dalgleish said the houses are under the jurisdiction of the ministry of government ser Vices If they are offered to us guess we would take them he said There is need for more family housing in the area Barrie He said OHC operates about 50 rentgearedtoincome houses scattered across the series of bizarre incidents in which horses and cattle have been mutilated Jim Murphy Mount Forest businessman whose 11yearold thoroughbred racehorse was found stabbed and beaten to death in her stall last Sunday said that most people think this kind of thing only happens somewhere else Police believe the horse had been trying to protect her four monthold foal from pitchfork and Sledgehammer blows when attacked by unknown assail ants The Murphy horse lived long enough to see its foal Amid theStorm safely in the hands of its owners before dying in mutilated bloody heap on the stable floor Brogna local veter inarian estimates the mare fought nearly an hour to rotect her foal which receiv itch fork gashes to its legs and lower stomach third horse in the Murphy stable was also at tacked and now is being treated for puncture wounds to the rib cage rovincial police in Mount Forest said they are aware of one other horse killing within the last three months Constable Kenneth Isles member of the Mount Forest police department and owner of the horse said the horse had its throat slashed and tongue removed Constable Isles also said another horse owned by nei hbor was mutilated so ba
