discuss illegal strike action or some other method of solving dispute with management Union and management are swamped with pile of grievances that keep growing from disagreement at Christmas according to Dan Westwood local union president The original dispute came up during the Christmas mail period Dec to 24 when posties were told they could only work two hours of overtime day he said We feel management took this stand because any employee who works more than two hours overtime is entitled to receive $250 for meal allowance Mr Westwood said Local management claims it was following directives sent down from tis head office in North Bay he added We find this hard to believe because other offices in the area worked more than two hours overtime Mr Westwood said Workers at the North Bay office put in more than two hours overtime Al Cooper assistant postmaster in Barrie said to his knowledge no office in the northern region worked more than two hours overtime The workers were entitled to work 70hour wfeéeks he said two hours overtime per day plus their days They were timeandahalf for regular overtime and double time for working their days off he added However the union contends the overtime restriction is violation of its contract and 25 workers filed grievances for each day between Dec and Dec 20 total of 375 Mr Westwood said management has only held one grievance hearing concerning one employee and workers have now filed grievances against management for failing to answer their original grievance The are also unanswered he said The grievance procduerc is our only legal recourse Mr Westwood said and now management is refusing to answer our grievances at first level where we are entitle to an answer within seven days according to our contract Mr Westwood said the union has now moved to second level filing grievances in Toronto To late the has filed or is preparing to file 1125 grievances and the number of grievances keeps growing Mr Cooper said the grievances are being dealt with but the large volume of grievances has overloaded the post office Ser vice to the public would suffer if the office were to try an answer them all at once Mr Westwood said back in December we felt that the best way to find solution to the problem would be the grievance procedure instead of taking illegal strike action City Halls share of tax up City Halls share of your property tax hill will only go up two per cent this year about $6 on home assessed at $20000 if city councils general com mittee has its way But city services will have to be cutback nearly four per cent to meet that target according to city staff And your actual tax rate could go up considerably more than two per cent even if the target is met because education costs over which the city has no control take nearly half the property tax dollar General committee voted Monday to aim for two per cent increase in the citys tax rate compared to last years target of eight per cent The city tax rate actually went up 68 per cent in 1968 The figure approved Monday is to be used as guideline by city staff in preparation of budget requirements for presentation to council Staff is expected to bring in proposed budget in four to six weeks and the budget and tax rate will be further debated by council at that time According to figures presen ted to the committee by city adr ministrator Gerry Tamblyn two per cent tax bike will mean the city can increase its budget by 02 per cent with an in crease in assessment making up the difference But inflation and an in creasing population to serve mean that amount of money will only provide service level equal to 902 per cent of the level provided by the city in 1976 Worth $20 to Creemore man Humane group up in arms RE MORE WANTED ALIVE re ward now in effect OTTAWA CP heavy flow of applications for citizen ship are expected under new rules which take effect today Secretary of State John Rob erts said in an interview Mon day that citizenship offices across Canada report heavy flow of immigrants who are anxious to take advantage of thenew act The new law reduces the resi dency requirement to three years from five takes the sex ism out of the requirement rules and changes the definition of Canadian citizen to inability to influence local citizen of the Commonwealth rather than British subject The bill passed by Parlia iment last July and proclaimed today reduced the age for inde pendent citizenship application to 18 from 21 It takes effect im mediater and affects all legal immigrants The act also removes the spe cial status previously enjoyed by British subjects applying for citizenship Also ended is the special citi zenship edge previously given to alien women who married Canadian citizens Alien women who married Canadian men had to reside in Canada for only one year before applying for citizenship while alien men who married Cana dian women had to wait five years Now it is three years in all cases The act allows women to ap ply for citizenship on behalf of their children under 18 Pre viously only the father could make such an application Children born abroad now have the choice of adopting the nationality of either parent Former law did not allow chil dren born to Canadian woman and an alien man to adopt the mothers citizenship unless the child was born out of wedlock Prospective citizens will no longer have to be of good character The government said such requirement could result in unfair subjective deci sions Another provision makes it possible for Canadian citizens who have been residing abroad and have lost their citizenship to resume citizenship after re siding only one year in Canada During parliamentary EV HIGH WA MEDIAN ISSUE Oro residents revive businessmens group By
