Ellie titanic Examiner Published by Canadian Newspapers Company Limited 16 Boyfield Street Barrie Ontario Robb PublisherGeneral Manager Walls Editor Emeritus DM Henshaw Managing Editor The Barrie Examiner Tuesday Decembcr21 1976 TaXpayers may wonder if elation justified Provincial politicans appear to be elated over the prospect of not hav ing to raise their share of income tax next year thanks to the decision Trudeaus government in offering to share of Prime Minister more of this tax But before taxpayers join in the elation it might be wise for them to wait and see next years budgets If the federal government has to pay out more revenues will have to be increased It is the taxpayers of course who bear the burdens of the constantly rising tax spending for politicians to talk about restraint but practising it It is one thing is something else again The added federal revenue no the province meet constantly increasing demands But Zsince the federal government also has been failing to meet budget re quirements without borrowing this can only mean even heavier tax burdens than the present record doubt will help high imposts At time when economists con the trend of the ieconomy have been calling for cut backs governments at the higher levels appear prepared to proceed on the same extravagant spending policies which have been piling up public debt at todays high interest rates without apparent thought to the inevitable repercussions cerned about The federal government spending for this fiscal year is said likely to reach $422 billion an increase of 16 per cent over the $365 billion spent during the last fiscal year which ended March 31 The revenue deficit in the operating account despite charges record taxation has been variously estimated at between $4 amd $5 billion which will add to the moun ting federal debt As for the province figures recently quoted for 1976 showed the net debt to have jumped to $49 billion on which taxpayers also will have to pay extensive carrying It has been argued with merit that substantial share of the monies iii cluded in the main estimates for 197677 are not being spent directly by federal departments or agencies but rather are redistributed in one form or another on social needs and various othe essential purposes The provincial government too cant gram of assistance field has undertaken an expanded pro social and general in an everincreasing But still the mounting tax burdens help but stir prehension Deficit financing piling up public debt and wasteful spen ding are not going to solve long term economic VINCENT EGAN Business and onsumerAffairs Analyst Thomson News Service Want some help in getting through long cold winter One way to elpthetime pass is to start planning now for your summeror spring or fallsv vacation in 1977 Theres another bonus when you start planning well ahead The early bird gets the best choice of accommodation and transportation rates and dates Some people of course feel that planning takes the magic out of travel and that all the funisin being asfreeasa bird Could bebut you might not think so if you have to spend night of your vacation sitting up in some strange railway station because the hotels are full or day lining up for tickets to some popular at traction thai you could have booked in advance The truth is that in todays crowded world of travel the magic may well he in planning followed by the sense of relaxa tion youll have in knowing that your vacation comfort is more or less assured beforehand More or less because as every traveller knows its nec essary to take some chances on the weather the state of your health and human error GETTING THERE Lets break vacation plan ning down into its components and approach them one by one Transportation is basic to any trip whether it be in the family car or on Boeing 747 jumbojet The best way to begin is to look at map or globe Most of us have the wildest miscon ception3 about the actual loca tions of places we have read about but havent yet visited Do some hard thinking about the distances involved If your trip is by car and for great distance ask yourself whether the old clunker will hold up or should you buy new car If the choice is new one youd probably save money by buying it now when the car market is suffering from its Berrys Washington World ©i9bii NIA Inc mmm have an excellent chance for cabinetlevel appointment nobodys ever heard of me in usual wintertime shortage of customers Should you be travelling by air book your flight as early as possible Socalled charter flights and other low promo tional fares tend to be snapped up early especially at popular travel times such as long week ends Of the 1800 seats on ad vance booking charters from the West Coast to London that will be offered next summer by British Airways 300 are booked already BA spokesman said Even the Christmas 1977 sea son is starting to fill up Renting car You may well save money by booking it in conjunction with your flight reservationand you do have to be an early bird usually to reserve the small cars that are the most economical to rent and to drive FINDING ROOM Accommodation is the sec ond key element of the travel package If resort should be your ulti mate travcl destination its wise to book as early as pos sibleArcspecially if you are planning to be there in the high season Unfortunately choosing ho tel in another city or another country can be risky Some guide books simply recommend the most expensive hotels on the grounds that you not the author will be paying If you are booking pack age holidaysuch as the popular London show tour and are faced with wide choice of hotels at various prices its probably prudent to select something other than the lowestpriced category unless you have personal knowledge that the most economical hotels would meet your standards of comfort and cleanliness Some people suggest that the choice of hotel is unimportant because you are never in the room anyway You will be in the room at least onethird of each 24 hours so it does pay to make an early and prudent choicethus keep ing out of the reach of those dreadful dumps that seem to exist chiefly for people who cant be bothered to plan in ad vance THOUGHT FOR FOOD Meals are the third basic ingredient of your trip and your planning On cruise or at resort ho tel they are included in the price and you dont need t0 worryexcept about weight On other kinds of vacations however its necessary to esti gaining mate dollar amount and then provide for it in your budget Restaurants can give you some unpleasant pains in your budget even if you stay away from the fourstar places The price of simple continental breakfast in an Italian hotel is likely to be astronomical and have been charged 80 cents for two glasses of plain water with lunch at restaurant in Gan dria Switzerland Some travellers practise form of selfdcccption telling themselves that they will eat like bird while on vacation In all probability you will work up healthy appetite when you are on the go and its only good planning to budget accordingly SEEING SIGHTS Sigiitseeing is another es sential element You dont travel to London for example just for the fun of sitting up all night in an airplane I1 You do travel to broaden your horizons to see new people and places So read about the places you will be visiting and make list of what you want to see In planning pay special at tention to the hours and days on which the important places are open so that you dont for ex ample arrive at the British Museum just when the doors are closing as once did Cruiseshlp passengers are usually encouraged to buy their shore excursions on board Of ten however its much cheaper for three or four passengers to join forces hire taxi and guide upon disems barking at the port of call and do their sightseeing in dependently In the course of your vacation planning and reading try to pick up some of the myriad other details that can be impor tantwhat areas of what cities to avoid whom to tip and how much what is the customary dinner hour in the country youll be visiting WE WANT YOUR OPINION Letters submitted for publication must
