for Cookstown is adopted Council candidate Martin Connolly surn med up that feeling saying They are trying to pass the subdivision agreement before we have an official plan and recreation policy They Cookslane development long enough If it goes on any longer he said well dream about it Townships expansion hit if annexation bid approved Bé RICHARD DLNSTAN xaminer Staff Reporter Vespra and Innisfil townships will have to be content without EXlacrosse player dies ST CATHARINES Ont CP Joe Cheevers 61 one of Canadas top lacrosse players and father of Gerry Cheevers goaltender for Boston Bruins of the National Hockey League died suddenly Monday in hospital Known as one of the best faceoff players in lacrosse he played in Orillia for five Mann Cup champions and later in St Catharines In postwar years he was cofounder of the Little National Hockey League which provided minor hockey for St Catharines area boys In Orillia he was teammate of Bill Curran on Orillias Mann cupwinning teams the first of which was in 1934 when the Ter riers downed New Westminster at the Barrie arena major urban expansion if Barries annexation application is approved accountant Douglas Irwin testified Monday at the Ontario Municipal Boards hearing into the ap plication And both should be finan cially viable on that basis Mr Irwin said The hearing now in its 17th day resumed Monday after oneweek break The city is seeking 13500 acres from Innisfil and 4600 from Vespra Also included in the application is 2100 acres from Oro Township but the city announced early in the hearing it no longer wants the Oro land The application is opposed by all three townships and by Sim coe County council The proposed annexation which includes the Highway 26 27 commercial strip in Vespra would strip that township of half its overall assessment and 97 per cent of its commercial and industrial assessment Vespra will now have to con tent itself with being typical rural municipality of about 5000 people Mr Irwin said under crossexamination by Officer wounded by sniper fire PORTLAND Ore AP Waving his coat above his head sniper surrendered atop fivestorey Holiday Inn on Mon day about two hours after he began shooting into rushhour traffic policeman was hit by one of the more than 30 shots fired by the sniper He was reported in good condition in hospital The accused sniper was iden tified by police as Daniel Har mon Jones 20 of In dependence Calif Motel of ficials said he had taken fifth floor room Nov18 and indicated he planned to leave Monday Authorities said he was charged with attempted mur der and held on $100000 bail Police surrounded the motel in the northeast part of the city and spotted the gUnman on the roof shortly after the first shots were fired The wounded policeman Barry Cook 29 was one of the first to respond to reports of shooting at the motel He was hit while standing on sidewalk block away from the building Superiors said Cook was wearing bulletproof vest at the time He was hit in the tor so they said and suffered bruise near his heart Shots were fired into city street traffic and into traffic on nearby freeway An ambulance sent to retrieve the wounded officer had tire flattened by gunfire and second ambulance was called television crew car also was reported hit by the snipers fire Onyschuk Vespra There is ample evidence that that kind of rural municipality is quite viable Mr Irwin coauthor of Barries annexation report said under crossexamination by Innisfil lawyer John Sopinka his calculations which showed Innisfil will weather annexation suc cessfully are based on the assumption that that township too will restrain urban growth Mr Irwin said his figures assume both townships would receive financial assistance from the province over and above what is automatically provided for under current legislation The amounts in question would be about $125000 year for Innisfil and about $25000 for Vespra Mr Irwin said he based his assumptions in part on the precedent of grants made to Oxford County during restructuring Nobody has given me any assurance on the point what soever he told Mr Sopinka The present policy of the government is one of restraint and provincial assistance may be expected to decline Mr Sopinka responded If the extra provincial assistance is not forthcoming Mr Irwin testified the 18 per cent tax increase predicted for residents left behind in Innisfil will instead be 216 per cent In response to question from Mr So inka he said this figure woul not include any costs which might arise if the township decided to replace the police station firehall and libra in Stroud all of which woul be brought within Barries new boundaries if the annexation application were approved 1n Vespra taxes would go up 112 per cent on the assumption that the additional provincial assistance turned up or 17 per cent if it did not The figures in clude educational taxes The township and county portion of the tax levy excluding education would go up 417 per cent with the extra provincial assistance 647 per cent without it lawyer for ordered to write essays on Pakistan after incident BRAMPTON Ont CP Five Bramalea Ont youths charged
