parkway around Kempenfclt Bay On both counts she stood alone at Mondays mectthemayor altyAcandidates meeting at the Kiwanis Tlubof Barrie Mayor Parker was asked dur ing the meetings question period where the cars were go ing to park in the event of parking ban on Dunlop Street She suggested that the city could deck the Collier Street parking lot and extend off street parking There are she said the finances to do so dont think youre going to lose anything in revenue she contended In her experience as mayor complaints about parking tickets have been by far the most numerous she said Ald Ross Archer said he didnt support removing park ing from the main street People have love affair with the automobile and drive it downtown believe mer chants deserve parking on the main street so that shoppers can get as close as possible to their destination hc stated Aid Archer added that be subscribed to the decking of the Collier Street parking lot to pro vide supplementary parking But he wondered where fun ding Would come for offstreet parking if meters were re moved Former mayor Willard Kin zie cautioned that you cant put the cart before the horse do not recommend the removal of meters from the main street We want to make good and sure we have parking in other places If congestion gets too great then we can have look at it IWO FOR question about extension of the bay road elicited favorable res mscs from Mr Kinzie and Alt Archer and the oppositi from Mayor Iarkcr Ald Archer said his stand on the waterfront hasnt changed The official pliill iiidicatcs thi road Will be extending the lakeshore Theres absolutely no need to Stated Mayor Parker who reiterated her concern that such road would be larger than two lanes She also took exception to an example given by Mr Kinzie of inaction with the present coun cil Mr Kinzie said that the city purchased three marinas five years ago to establish road way that hasnt started after five years That he con tended had cost $50000 in tax revenue and 34 jobs Mayor Parker responded that the marina question involved an expropriation case still in the courts and you cant blame us for that Nor Would she buy Mr Kinzies claim that nothing had been done in the last four years Ald Archer felt that coun cil over the last four years has accomplished number of things yet has been negligent on number of things deci sion has been made to make the marina selfsustaining facility and it will make money it will pay for itself he predicted Mr Kinzie continued tiis con demnation of the Restrictive Bylaw saying it should be Changed ment would be the first to amendit question about separation of the municipal and school tax levies drew similar responses from Mayor Parker and Ald Archer Both agreed that it would be too costly process to separate the bills Mr Kinzie said the subject had been well covered and didnt elaborate In response to an inquiry about her support of mall Mayor Parker said she felt mall in Barrie could get by without the woes tvagrancy body rubs of place like Yonge Street those remembered from last year Most resorts in the Simcoe County area ten tatively opened on the weekend suggesting to skiers to get the most out of slopes as early as possible Warming trends in the after noon madc skiing difficult Examiner Photo Cooke throws support behind Archer in race Former Barrie mayor Les Cooke has thrown his support behind Ald Ross Archer in the 1976 Barrie mayoralty race Mr Cooke said today in let ter to The Examiner he likes Mr Archers determination to ut some new life into the ayshore development and the extension of Centennial Park Moreover he understands the need of identifying the core area of the city with Kempenfelt Bay and he is dedicated to this end Since annexation and in dustrial development are close ly associated believe he can achieve success on both counts and in so doing restore con fidence with our neighbors His leadership will concen trate councils attention on policy and community goals He has plans for restructuring the council manager system that will result in better use of our tax dollar He has another important attribute He listens to people He relates municipal decisions as to how they affect people Ive worked with him and have observed this Mr Cooke said hes worked with all three candidates on council and know and ap preciate their qualities and capabilities In his view the expression fulltime mayor needs clarification The most effective leaders in any community are those who know how to manage time There is no evidence that those with lots of time accomplish more than busy people When Willard Kinzie was mayor he was actively in volved as president and general manager of his own company So was Bob Bentley and so was During my last three years as ma or was not actually in volv in my business but did have other activities that feel contributed to my capability and capacityto serve It is not the time you put in but what you put into the
