of com pany law reviewing the in surance legislation and the pro blems relative to it many of the witnesses appearing before us expressed their concern over the increase in automobile in surance rates and that in surance is not always avail able even though they have good driving record perhaps the most important item that has caused the in crease cost of insurance rates is the cost of replacement arts Witnesses indicated to us thatsomeautomobilc manufac turers have marked up the price of replacement parts to and 50 per cent and in some in stances dealer on instruc tions from the manufacturer has applied three different price stickers each denoting price increase on the same part already in stock It is in teresting to note that if you were to build new car from replacement parts the cost for the parts alone would be more than four times the cost of new automobile OMPLLSORY INSURANCE We found both in England and in Switzerland where there is compulsory auto insurance that the insurance industry themselves had setup price monitoring system to cover not only the parts but labor well to assure that the insurance companies and their clients the motoring public are getting good value and not being rip ped off This type of moniton ing system in Canada and more particularly Ontario would be most beneficial It is still my personal opinion that auto insurance should be compulsory Every owner of an automobile should be forced to carry policy providing coverage for public liability and property damage However to make it function properly it would have to be system whereby policy could not be cancelled by either the company or the insured which would mean that the company could not cancel the policy on that particular vehicle for non payment of premium as long as the car was owned by that par ticular owner nor could the party insured cancel the policy As you are aware it is now possible for an owner to insure vehicle in order to procure his ownership and then cancel the policy looking at program such as that in Ontario Lloyds of London have in the past insured large percentage of the taxis in Orr tario and have withdrawn from the market because they have found that they are losing money on this business However it was also Lloyds who during the war years car ried the insurance on many of the merchant vessels some of which were lost at sea and from the evidence they gave us they were still able to show profit on that type of business Surely company with this experience in the insurance field could pro vide insurance coverage to the motoring public and st in show normal profit 2Itt WITNESSES During the two weeks wi were in England and Switzerland we listened to over 300 witnesses from govern ment industry and the con sumer This information along with that from
