only one house per lot Mr Thorne said Mr March did not apply for building permit removed sto work order that was posted the building department and did not receive approval from the Simcoe County commemorative plaque re cently for 50 years of par ticipation and membership in the Ontario Hospital Associa tion The presentation was made in Collingwood at the annual meeting of the Hospital camera session to discuss the possibility of buy ing Civic Square Towers nine storey office building downtown No decision was made about one and half hours behind closed doors Mayor Dorian Parker who chaired the meeting said council discussed the possibility of buying the building Civic Square Towers on Collier Street west of the ex isting city hall is for sale by tender by Dunwoodco Ltd of Toronto The building was built by lnterurban Developments Co Ltd owned by Harvey Har bridge of Bracebridge in 1974 The tower is one of number of Mr Harbridges holdings which went into receivership in February The building is about 35 to 40 per cent vacant with 6872 square feet of Space on each office floor and 4751 square feet on the ground floor Aldermen toured the build ing before discussing the possiblity of submitting tender Aldermen went to the underground parking area first second third and ninth floors Paul Jerabec vicepre sident of Dunwood Co Ltd told the Barrie Examiner earlier this year an attempt was made to sell the building for $3 million Its up to council now on firehall project fate City council will have to make decision about the future of the Collier Street firehall on Monday The finance committee is recommending the appoint ment of the Friends of the Firehall FOF Incorporated as the management commit tee of the building The FOF will have the job during the conversion to an artscentre Aid Bill Campbell was the only member opposing the recommendation He said if it is adopted by council there is no turning back Ald Campbell said the city should give the FOF more time to supply information about funding the project The FOF is trying to raise $500000 from the ublic and provincial an federal governments to restore ren ovate and convert the 104 yearold In an election year the demands of the public are often heard loud and clear by elected officials And the city development committee is no different The committee is opposing the rezoning of 1237 acres of land south of Shirley Avenue and west of Sunnidale Road Residents in the area are opposing the rezoning which would permit townhouses on the site rather than single family detached houses Ald Jim Perri committee chairman said his commit tee is not recommending ap proval of the rez0ning or number or reasons including the fact it would be spot zon ing Ald Perri said the land around the development has single family detached houses He said Ald George Harper told the committee that in 196869 when the citys official plan and zoning bylaw was pre ared guarantees were ma by council to reserve the single family etached neighborhood The development by George Davies of JeffJill Developments Ltd was for 42 townhouses on 63 acres of land The remaining land would have been dedicated to the city for parkland In 1975 Mr Davies presented plan with 38 single family detached lots spread on the site but the ministry of the environment and residents in the area op posed it The residents said they were opposed because the land is too close to Highway 400 and the noise would be excessive Ald Perri said it is not fair to say the residents are ops posed to development of the site He said they would not oppose singlefamily detached house plan Also he said Mr Davies had city councils approval to roceed with his single amil detached houses but the eveloper withdrew the plan Mr Davies can apply for provincial approval of the plan he said with few minor changes which would eliminate the houses close to thehighway Ald Paul Wessenger com mittee vicechairman said he opposes the plan because no one in the area wants the townhouses He said there is strong opposition to the plan Ald Wessenger said he had hoped the city developer and residents could have worked out compromise with all parties satified He said he believes the townhouses are better use of the land council members and herself the elected officials could out vote the nonelected eople The city shoul make decision she said before the winter because of the possible objections about heating an unused building can see it as another department in government saying city council really hasnt made up its mind she said We FOF hope to put the building in full use by the beginning of next year Ald Laking said number of elected officials have in dicated that the money is really taxpayers dollars even though city council said no local tax dollars would be spent converting the building If the city of Barrie doesnt get it then other municipalities will she said Its government policy to make the money available and thats the way it is Ald Alex Arthur commit tee chairman said the only time the city takes advantage of government funding is for building roads Ald Arthur said no citizen ever questions the milli0ns of dollars spent in decade on roads in Barrie This town can be so parochial in its thinking he said There are other funds for other purposes we dont exploit Maybe its time we start aggressively persuing some of these HE IS UPSET Ald Arthur said he is upset when other municipalities such as Penetanguishene and Midland which receive hun dreds of thousands 0f dollars in government grants for everything from culture to housing He said the city should adopt management com mittee and accept the FOFs explanation of funding for the work They still have more than enough to get the basic done he said Maybe its not what they had hoped for in the beginning but there has to be an element of some faith The committee is also recommending the FOF pro ceed with the preparation of working drawmgs for the next base of work and that councrl designate the building as community arts centre Ald Ed Thompson said Ald Campbells concerns are valid but the city has already reached the point of no re turn He said the city should let it grind to halt by itself without stumbling block by cqsncil
