numerous in quiries from constituents with problems in their deal ings with the unemployment insurance office And yet every week hear concerns that UIC is being ripped off that too many people are illegitimately collecting benefits The truth is that unemploy ment insurance is ne cessary and beneficial social assistance program It was designed to help Canadians cope during tough economic times As its name suggests it is an insurance program not bank account Like fire insurance you contribute to it hoping youll never have to use it It is not intended to be an account to which you make deposits while working and withdrawals if you leave the work force Lately weve heard lot about unemployment in surance since the May 25 budget proposed several changes For instance the present requirement for eight weeks of insured employment to qualif for benefits will be increase to 12 weeks This is intended to cut down on the number of people who have only mar inal attachment to the labor orce and are col lecting benefits In addition the number of weeks during which benefits may be drawn will be more directly related to the number of weeks worked But at the same time the pro gram will be sensitive to regional problems such as those faced in the Maritimes where unemployment is high SEVERANCE SAVINGS The budget also proposes to treat severance pay as sav ings and as such rsons eligibility for unemp oyment insurance benefits will not be affected The minister responsible for unemployment insurance has commenced the integra tion of the administration of the system with the program mes and services of the De artment of Manpower an Immigration The emphasis now is on job creation The tremendous savings obtained from the new measures is earmarked for creating employment and helping workers maintain constant connection with the workforce People collecting un employment insurance will be allowed to undertake training program work part time in private industry or take shortterm government jobs without losing benefits In short people will be en couraged to work Will these measures mean that the welfare rolls will in crease radically Not at all As the minister changes have no dependents Many of these people are wives and young rsons liv ing at home an in many cases these families have in comes in the middle and higher ranges RULES TIGHTENED The unemployment
