Friday June ll I976 Remember the taxpayer in county restructuring In dealing with restructuring and updating Simcoe County ad ministration the prime concern of those charged with the respon sibility of the decisionmaking should be the best interests of the residents concerned Population projections are in teresting and merit attention but it should not be overlooked that the ef fect of regulations and strategy in volved could be of much greater im portance The property ratepayers and other taxpayers who have to provide the money to meet the costs should be constantly kept in mind The stress given the need to people who live here and their childrens future also should not be considered protect the rights of the lightly Reeve Ingram Amos of Medonte probably spoke for most members of Simcoe County council as well as informed residents of this area when he submitted the ultimate decisionmaking should be done at the area and local levels of ad ministrations The criticism of the trend toward more centralization of powers in recent years is un derstandable Strong local govern ment has been one of the illars of our democratic way of lie and is something which should be highly cherished Elected municipal councils are much closer and more responsive to the people concerned pointed task forces or commissions which hold sparsely attended public meetings Hence recommendations from elected representatives should areas has carry more weight It is understandable that the sub stantial rise in taxes in regional made Simcoe County council apprehensive of such change The forecast of socalled ex perts in Muskoka and other areas just failed to materialize Propertyowners do not need to be told that taxes have been soaring beyond reasonable levels when despite heavy taxation govern ments have found themselves get ting deeper and deeper into public debt At todays high carrying charges it is mounting burdens on taxpayers with day of reckoning certain to come In Simcoe County survey of the need for new recreation facilities now being carried out should not overlook logical cost estimates or projected realism undertakings The opinions of taxpayers who of necessity must provide the financial backing should not be disregarded Allusions to Wintario funds diversion which should not ignore isa In freespending era it has been too easy to make hasty decisions oncelocal Without sound thought and meaningful consideration of the financial aftermath than ap in mind Warnings already have been given about the economic reper cussions which are faced because of overnment overspendin mancing and mounting puï¬li The average taxpayer looks to his elected representative to protect his purse and his rights It is major responsibility that all elected to public office should constantly bear deficit debt Indians get the dirty jobs native womens leader says REGINA CP Agnes Sinclair trained child care worker with seven years of experience approached the know best what kind rograms we want and need She said lack of adequate housing is the primary pro blem confronting natives both on and off the reserves Reserve homes often lack running water have inade quate sanitation facilities and are so badly constructed that they are little more than shacks while in the cities there is an acute housing shortage for all income levels Mrs Sinclair said MOVES INTO RESERVES To try to improve this situa tion Native Women which has been rimarily an urban based ur anoriented group now is branching out to organize women on the reserves so that they can Since the Native Women house in Regina opened last fall it has been full every night has developed waiting list of about 80 and is often so crowded that women and children sleep on the floors Mrs Sinclair said She said one of the main reasons why natives in Regina are finding it par ticularly tough to get decent housing is because of the cilt tys zerovacancy rate for rental accommodation With this housing squeeze many landlords could afford to be choosy about their tenants and often refused to rent to natives HOMESOVIIRCROWIHZI This situation is forcing many of the citys 30000 natives to crowd two and sometimes three families into one home pay exorbitant rents bribe landlords and snap up any available hous ing often without risking the time to take look at it she said When the aper Indications are however that the campaign is failing to catch on On June for exam ple voters in California ap proved by twotoonc margin the continued use of nuclear generating stations in their state On the referendum the pro posal put forward by the anti nuclear campaigners wzis wor ded in such way that voters had to say No in order to ap prove of nuclear energy The minority who moved Yes were antinuclear cam paigners knew of course that in membership drive By DON OHEARN Queens Park Bureau Thomson News Service TORONTO Currently the Progressive Conservatives are engaged in membership drive Canvassers throughout the province are trying to dig out voters who will become card carrying members This is one of the ste being taken to try and buil up the party for the next election It doesnt prompt one to go running out on limb to predict PC victory The arty may pick it some mem rs but it is dou tful if this effort will produce much in new votes Membership campaigns though an often used tool in our politics have never been no tably successful one The New Democratic Party has used it the most effectively It has always had core mem bershi which it has used both as cor organization and source of funds From time to time usually at annual meetings it will an nounce membership drives But there never have been spectacular results And the two older parties have fared even worse Over the years the Liberals have tried membership drives particularly after they have just elected one of their many new leaders And there have been no no table or even noticeable re sults It is new for the PCs to try plugging membership Over the years the art has tended to remain aloof pu licly at least from the old mechan ics of daytoday politicsand membershi drives are cer tainly anol mechanic That is is trying them now could indicate two things One that it is getting bit desper ate And two that there is lack of imagination in its politi cal leadership McMURTRY PRESS Perhaps because he has come in for bit of criticism new of ficial biography of Attorney General Roy McMurtry has been issued to the press The opening paragraph tells us It is rare tittorneygerr theres no such thing as unlimited insurance coverage By sctling an impossible stan dard for the utilities they hoped to stop the use of nuclear power altogether similar goal has been pur sued by different means in Van couvcr at the informal Habitat Forum paralleling the United Nations fonfcrcncc on Human Settlements SAFETY RECORD Ihc noted United States anth ropologist Margaret Mead at tracted cheering overflow audience at the Forum ac cording to the New York Times which said the scene could have been US antiVietnam teachin in the 1960s Its probably useless to speculate on why shutdown of major part of North Americas energy supplies should attract the same kind of support as did North Vietnams armed invasion of South Viet nam But the safety record of the nuclear industry and the claims experience of the prop eral who brings to the job the variety of experience Roy Mc Murtry does Then the next paragraph tells us that he was captain of the Varsity football team Just what this has to do with being suitable attorneygen eral is left to the imagination There is chance that Mc Murtry is getting bad break from the press It has latched on to his positions on hockey pornography and more recen tly hate calls and built them up And there has been little other mention of him lhis could have left the im age of politician avaricious for publicity But the problem is that there has been very little else to write about him September 1973 refused to at tend this OAS meeting As an important Latin Ameri can state the absence of her foreign minister was clearly felt Human rights groups and commissions around the world asked Secretary of State Henry Kissinger to make major statement about the lack of hu ertyandcasualty insurance in dustry give no support to the wild claims of danger that have been made by antinuclear campaigners Insurance companies were rcluotant to prowde coverage of nuclear plants in the late 19505 when the decision was made to go ahead with planning of the new power source It has turned out however to be one of the most profitable lines or business for the US in surance industry There have been no injuries because of nuclear accidents at nuclear plants and only few among suppliers Here are figures on the com panies claims experience pro vided by the US Insurance In formation Institute LOSSES SMALL On the liability side pre miums of $74 million have been received by the insurance com panies since they started pro viding this type of coverage Claims and claim expenses have amounted to only $570562 The industry has started to pay refunds out of its reserves and last year it returned $5 mil lion to its insured utility com nies and reduced premiums 20 per cent on liability insur ance over $100 million On the property side where the allrisk insurance extends to all operations and not nust to nuclear the insurers have col lected $117 million and paid claims of $26 million The companies have been re ducing the premiums they charge because claims have been relatively small Pre miums are being cut 295 per cent this year compared with 241 rcent last year ile the safety record of the nuclear industry has been en viableas borne out by insur ance experienceit is never theless true that major nu clear accident could happen Its also sible that several fully 108 cd jumbo jets could collide in midair Theoretical possibilities havent been allowed to block the resent growth of air trave however andif the California vote is reliable in dicator of public opinionnthey will not stop te equally prudent development of nuclear energy IV sie man rights in Chile and in Latin America while in Santiago Dr Kissinger did this not only in Santiago but enroute during stopover in Santo Do mingo capital of the Dominican Republic The United States secretary of state made it clear to the military government of Chilean President General Augusto Pinochet not to expect Ameri can support for his in ternational loans until he cleans house where civil liber ties are concerned STRONG CRITICISM This might not have been the kind of criticism which world humanitarian groups wanted from the American secretary of state But it is likely to have more impact than tough mother hood kind of statement which will have no effect on the Chil ean generals In country facing the same deep economic problems and severe balanceofpayments difficulties which also plagued the late president Allende the Kissinger approach was more realistic one The military carried out the very bloody military coup of September 1973 not only to un seat president they hated be cause he was Marxist but be cause he had brought the Chil ean economy to its lowest level in history lhe generals have not been able to restore health to Chile and have had to rely on huge foreign borrowings on which pigments of interest due have it difficult to meet Other than this major issue the OAS settled down to the routine matters of this hemis pheric or anization trade transfer technology prob lems regional economic coop eration and human rights in other Latin American nations like Brazil Paraguay and Bo livia The OAS largely escapes our gaze in Canada because we are not member nation though we have had an official ob server at the OAS with am bassadors rank since 1972 Since its formation in 1948 from the older Pan American Union the OAS has been ac cused of domination by the US its most powerful mem ber and still is CUBA MAJOR ISSUE Many of the issues about its viability and usefulness have concentrated on its relations with Cuba since the time that country was expelled from the OAS in 1962 by the kind of vote not permitted in the inter national bodys constitution BIBLE IIIOUOHI The Lord gave the word great was the company of those that published it Psalms 6811 Today if going to take week off and try to put things in perspective the Mackenzie River between 18251827 Both expeditions were dan gerous an required the utmost stamina in order to survive Nevertheless Franklin was con fident that there was no ice in the Arctic that could stop prop erly equipped ships It wasnt until 1906 that any one actually sailed through the Northwest Passage The suc cessful
