TORONTO CP Match penalties in the Ontario Hockey Association have decreased by 20 per cent this past season outgoing OHA iresident Cliffe Phillips told voting delegates at the groups annual meeting Sat urday Phillips credited the reduc tion in the penalties to the OHAs interest in reducing violence in amateur hockey During my term in office the subject receiving the greatest notoriety has been
