Press blamed for private session at county council meeting Tuesday By JIM DALZIEL Examiner Staff Reporter MIDHURST The press is to blame Mara township Reeve Peter Forbes said Tuesday after Simcoe County council voted to go into private session Councils decision disap pointed elementary school children who had travelled 35 miles from Wasaga Beach and Victoria Harbour to see council in action It was at the presss request that the children were excluded from the meeting Reeve Forbes said during lunch break Council went into committeeofthewhole session shortly after 10 am to discuss 1976 budget items including the Wardens honorarium and salaries for about 300 employees Warden Orville Hughes said the children and three reporters two from Midland and one from The Barrie Ex aminer could sit in on discussion as long as the reporters put their pens down and not report on anythingsaid The Examiner reporter said he would stay and report as long as the public was present at the meeting With Warden Hughes still as chairman council then voted overwhelmingly to meet in private with no call for show of hands by those in opposition Not one of about 50 politicians representing 33 municipalities spoke against councils action The school children teachers and reporters then left the council chambers as In nisfil Reeve Bill Gibbins chairman of the finance com mittee took over the chair for the private committeeofthe whole meeting Asked twice if he thought the subject matter of the private session was suital for discussion in front the students Reeve Forb only replied feel said you may be able to comment on something The function of county coun cil is not to say if anything is acceptable or not The democratic structure is for anyone to hear but at the jeopardy of the education It is any councils privilege at any time to require committeeofthewhole meeting said Midland Reeve Moreland Lynn citing discus sion of individual staff members and employees as ap propriate for privacy So far nothing embarrass ing has come up but it could hesaid reporter who stays in meeting but does not report ob tains background information Reeve Lynn said and he would have better com prehension of report when it is adopted or amended Asked how much information about government should be available to the public Reeve Lynn said The public is never really informed Ive been reported today in the administration centre at Midhurst Two councillors question council meeting privately At least two Simcoe County councillors are questioning councils action in meeting privately Tuesday They should have called special in camera meeting rather than closing regular meeting said Tay township deputy reeve Ed Hill People could have come up from Toronto for this meeting Mr Hill said he considered lodging an objection during the afternoon session but decided againstit Ive had discussion with some of the other councillors and none of them agrees with me They say its councils business but say its the tax payers business In talking there Mr Hill said Im just going to hit brick wall and hit it pretty hard Gordon Priestman Reeve of ED HILL $20000 spent so far on clearing sidewalks It has cost city taxpayers $20000 so far this winter to have sidewalks plowed and budget expectations are for $32000 The public works department included $32000 in sidewalk winter control which includes the small sidewalk plows and some manual clearing at in tersections and bus stops Neil Fox public works superintendent said the city has spent $20000 so far this year Aid Alex Arthur suggested the city should not use the plows one year as an experi ment to save taxpayers money He said reaction from some people is not particular ly favorable Ald Ed Thompson said the $32000 figure is about $1 for eachresident in the city and he supports paying the price for theservice Theres just no way people can get their sidewalks cleaned any cheaper he said The city is also budgeting $140000 for road snow
