the Iï¬arrtr Examiner Robb PublisherGeneral Manager Walls Editor Emeritus Henshaw Managing Editor 4The Barrie Examiner Tuesday March 30 I976 Its up to the public about Perri for mayor The early bird catches the worm in everything but Barrie municipal politics Jim Perri the earl bird of 1976 is catching everything ut the worm His decision to announce he is run ning for mayor in December earlier this month has so far proven to be one of the great miscalcula tions of the year He may have thought he was beating possible opponents to the punch All he has succeeded in doing is getting punched first Last week his candidacy for the top municipal post was the topic of discussion at the Simcoe County Board of Education meeting The Fisher trustees Stewart of In nisfil and Allen of Barrie had some questions for Jack Ramsay direc tor of education about Ald Perris candidacy Ald Perri is teacher He has in dicated that if he is elected mayor he will continue as fulltime teacher The Innisfil Fisher wanted to know if that meant the school at which Ald Perri toils would become an annex of the mayors office the Barrie Fisher raised the question of conflict of interest Mr Ramsay in an adroit move lic to decide whether Ald Perri can be teacher and mayor at the same time We will not bow to the dubious wit of some who maintain that even if Ald Perri is elected mayor and re mains teacher he still does not have fulltime job It does however strike us as odd that any person can feed at the public trough twice Four of the present members of council Mr Perri Val Brucker Janice Laking and Alex Arthur are teachers It can be argued that this disproprotionate representation means teachers are more concerned with public affairs than other oc cupational groups It can also be argued that teachers have learned something from lawyers who have traditional ly used politics as stepping stone to greater things As teachers become more mili tant it is worth considering the possibility that heavy teacher representation on elected bodies means more than an interest in the community But it is up to the public to decide whether man can be fulltime teacher and fulltime mayor all at once suggested it is really up to the pu DOWN MEMORY LANE 10 YEARS AGO Barrie Examiner March 30 1966 Big test of Defence Minister Paul Hellyers policies and political future will come later this year He laid down they find is that the total margin debt of New York Stock Exchange memberfirms increased by $530 million in February to nearly $6 billion Thats favorable omen because it shows that the public is becoming more willing to take the risk of borrowing money to buy stocks By contrast there was heavy liquidation of such debts in the last bear market when margin debt was whittled down to less than $4 something better to do the research specialists of the Conservative party have drawn up set of guidelines to help their MPs through radio and television interviews And its pity Its much more fun when MPs wing it on their own If all 95 Tory MPs follow the new guidelines every interview will sound the same and every member will look the same Be the nice person at all times decree the researchers in the guidelines distributed to all caucus members wish these experts would malize how boring it is to listen to nice people all the time Kneelength socks are must for men appearing on television is another dictum No more of those hairy Tory legson TV Do not mop your brow especially with handker chief is another piece of ad vice This gives the impres Major components exist for new MidEast crisis By JOHN IIARBRON Foreign Affairs Analyst Thomson News Service The United States has vetoed United Nations Security Council resolution which would have condemned Israel for ac tion against Arab inhabitants of her occupied territories But it was done after William Scranton the new American ambassador to the UN had already chided Israel in that world body for its punitive ac tions against Arabs living in occupied Jerusalem And well he should have done Israel has taken highhanded attitude especially about Jerusalem ever since her troops conquered the Jordanian portion of that city during the 1967 Six Day War In fact Israeli leaders in cluding former premier Golda Meir and successive Israeli am bassadors to the UN have made it clear all of Jerusalem will remain as Israeli territory and will not be negotiable for return to former Arab owners like the other territories she has occupied now for almost decade The immediate cause for the attempted UN resolution against Israel were Arab riots in that part of Jerusalem sacred to Islam seat of the Mosque of Omar and where Jewish religious services were permitted by the Israeli state Jerusalem is of course ho ly city to all three great religions Christianity Judaism and Islam And so for Israeli authorities have been le nient and fair about freedom for members of each faith Israeli as well as foreign to worship unhindered at their ap propriate holy shrines CHANGEOFMINI The riots were serious enough that the Israeli government rescinded its decision Its possible the negative interna tional reactions to the Israeli decision were enough to alter her move Israel is still smarting from the previous United Nations resolution declaring Zionism to be form of racism which was passed by large vote in cluding some nations Israel considered to be friendly to her Indeed the Jerusalem riots and the upcoming municipal elections there which could return candidates sym pathetic to Arab causesin cluding the Palestine Liberation Organization sion that particular question has you on the ropes NO BRAWIS And here is some truly sound advice Never get into bareknuckle brawl with an unpleasant interviewer even if youre sure you can handle him Only trouble with this is that there may not be pair of box ing gloves handy Obviously these guidelines were never intended to fall into the hands of reporters Other wise the researchers would PLO suggest that Israels rule in the occupied regions needs further investigation With crises boiling in the Mid dle East the question of con tinuing lsraeli occupation of former Arab territories has been sidetracked if not forgot ten With Egypt the heat in this matter was reduced somewhat by the limited return of territory involved in the Sinai passes whose early conquest brought her swift victory in 1967 muw Mm IV we In unqatw 4WM arc man not have said generally Friday after 12 noon most days after pm and weekends are useless times to release anything to the parliamentary press gallery That hurts Actually there is some pretty sound advice in the guidelines although the more experienced politicians may find some hints bit elementary For instance when an MP arrives at televi sion studio he should shake hands Did you ever meet politician who has to be remin ded to shake hands Heres another good one be ready with two or three graceful ways to say dont know Unfortunately the papers dont offer any examples of the art of graceful ignorance Never say sir to the host It sounds too militaristic Aye aye sir Its difficult to dispute the logic of the guidelines BOWMAN The Red River uprising which might be said to have started in October 1869 when Riel stepped on the surveyors chain was settled by February 1870 Prime Minister Macdonald expected Louis Riel and delegation to arrive in Ottawa to make the final agreement with the federal government When he wrote John Rose Canadas agent in London he said Everything looks well for delegation coming to Ottawa including the redoubtable Riel If we once get him here he is gone coon There is no place in the ministry for him to sit next to Howe but perhaps we may make him senator for the ter ntories Riel wisely stayed at Fort Garry and sent Father Ritchot and Alfred Scott to do the negotiating They were put in jail However Macdonald had them released and they were able to negotiate the final agreement with the govern ment of Canada Riel did not get to Ottawa un til March 1874 when he had been elected to the House of Commons as member for Pro vencher He Was still fugitive from justice Manitoba had returned true bill against him as one of the murderers of Thomas Scott and Ontario was offering $5000 reward for his arrest Riel was hero in Quebec and stayed safely in Hull He had plenty of courage On March 30 he crossed the river to Ottawa went to the House of Commons and signed the register as member Then clerk recognized him and alerted the guards Perhaps he hoped to collect the reward In any case Riel just managed to get back to Hull with his friend Alphonse Desjardisns who look ed after him He escaped to the UnitedStates later UIHER MAR 30 EVENTS 1644Maisonneuve defeated Iroquois at
