Canadian affairs By JOAN WALTERS TORONTO CP Joe Clark national Progressive Conservative leader said Mon day the federal governments refusal to initiate an in dependent inquiry into what has become known as the judges affair is only one of many textbook examples of mismanagement in Canadian affairs Mr Clark told local party supporters that Mr Trudeaus lack of consistency over who is in and who is out of cabinet and for how long is very much in keeping with government which shows bad faith in eco nomic management The judges affaira recent controversy over allegations that Liberal cabinet ministers attempted to influence cases Canada closes its embassy in Beirut OTTAWA CP Canada has temporarily closed its embassy in Beirut in the wake of heavy fighting in the Lebanese capital An external affairs department spokesman said today the charge daffaires and members of the staff have left Beirut for Athens and will carry out embassy operations in the Greek capital until the Lebanese situation stabilizes The spokesman said the embassy was closed because of the serious deterioration of the situa tion It was impossible for the embassy to function ef fectively any longer He added in the city tax rate this year City council met Monday to discuss the two largest parts of the 1976 budgetfipublic works and recreation After 312 hours the two budgets passed unscathed No figures for the final operating budget were releas Indications point to 73 per cent increase in the tax rate says Ald Ross Archer public works chairman The tax rate is the amount charged all taxpayers in the ci ty It is calculated in mills which equal onetenth of cent Along with the 73 per cent in crease which includes public works recreation planning police and fire departments taxpayers can expect about 40 per cent increase from the Sim coe County Board of Educa tion The meeting Monday was preliminary battle with the budget No changes were made to department budgets lower than councils approved eight per Cent increase over 1975 Ald Alex Arthur finance committee chairman said his committee will begin reviewing the total city budget next week preparing it for presentation at the end of April for programs to be followed when the party wins the next federal election expected in 1978 He said the Conservative par ty under his leadership will be based on openness which is completely missing from the conduct of the current Canadian government and from the style and approach of its prime minister HIKE Ald Archer said he was pleased with Mondays session which he hoped will eliminate marathon studied MIDHURSTThe feasibility of synchronizing all traffic signals on Bayfield Street in Barrie is being studied ministry of transportation of ficials said here Monday Traffic experts Pat Laurin and Murray Seeley of London Ont said the ministry has discussed the signals with Don Kirkpatrick deputy city engineer The equipment may not be compatible for interconnec tion Mr Laurin said There are at least three different types of signals along the heavilytravelled road The transportation officials were in Midhurst to get Vespra township councils comments on proposed new consolidated traffic bylaw
