Cookstown COOKSTOWN In letter to Cookstown resident the minister of housing John Rhodes has refused to with draw draft approval for 92lot housing subdivision in the Village feel that my staff have adequately covered all areas of your concern with this sub division and am not prepared to withdraw draft approval in this instance Mr Rhodes said in letter to Michael Stone 26 King Street South The letter read at council meeting this week was dated March Since the letter was written the Ontario Municipal Board OMB has held discussions in Toronto and scheduled public hearing April 30 to hear ob jections to rezoning for the sub division FARMLAND Mr Stone has criticized the 50acre plan because it involves good agricultural land In his letter Mr Rhodes said that objection was one of many concerns resolved before the issuance of draft approval in August last year He said the ministry of agriculture is aware that most of the development land is class one farmland But the ministry indicated that it would not likely have significant effect on production in the area except for the land taken out of production He said because of its proximity to other residential areas the ministry of agriculture and food did not op pose this proposal While admitting that Cookstown is in slow growth region of the Toronto Centred Region Concept Mr Rhodes said the village council Zoning bylaw work delayed COOKSTOWN The village council here has decided not to start work on new zoning bylaw An official plan for the village is to be completed by Dillon Ltd later this year zoning bylaw is detailed document that regulates land use in municipality im plementing the more general policy statements in an official plan Reeve Norman Cook cited the $5000 cost of zoning bylaw in questioning whether it could be paid for this year Dillon is to be paid $8700 for the official plan Clerk Ted Underwood said the village has an old zoning bylaw and he said it may not be in great conflict with the new official plan obviously did not feel that this subdivision contradicted the Toronto Centred Region Plan FIGURES DIFFER Mr Rhodes disagreed with Mr Stones suggestion that the subdivision would increase the village population by 600 He said the increase would be about 300 people an amount which the technical committee of the Simcoe Georgian Area Task Force said was consistent with the strategy of the task force report Because of the task force suggestions Mr Rhodes said condition was applied to the draft approval requiring that this draft plan be given final approval by the minister in stages Final approval of stages two and three would be given only after 70 per cent of the lots in the previous stage had been built on and sold Mr Rhodes said In this manner deevelopment of this plan is directly related to demand and it is very likely that it will be several years before the property is com pletely developed Mr Stone had pointed out that the village is considering the major housing development before completion of an official landuse plan While it might have been advantageous to consider this plan only within the context of an official plan Mr Rhodes said councils position as well as the location and scale of the proposal did not preclude our further consideration of this plan Had council not endorsed this plan our position would probably have been different Mr Rhodes said AGENCIES CONSULTED He noted that several agen cies have had chance to com ment on all development proposals including the ministry of environment ministry of transportation and local school boards The adequacy of social ser vices commercial facilities fire and police protection are generally left up to council and planning board to decide and include in their comments to us on the given after suffering an ankle injury in game the pintsized forward who is now 48 com mented can get along without the cane but it was nice of them to help LOTS OF ACTION In six hockey games in cluding one divisional semi final the rillia team won two tied one and lost three We played more hockey than the pros do remarked Whit referring to the six contests all being played within six teams That was enough to test the endurance of younger players Tournament rules required players to be at least 75 years old to be eligible to compete We didnt mind the six games said Tom Curran of Warminster who just qualified at 35 It kept us busy every day We liked it in Holland said veteran player George Ford who rated as one of the rillia teams top snipers The former pro who once played for Barrie said it was stormy when the players boarded the plane at Toronto airport and it was windy and cold when they lan ded But the weather was good in Holland he remarked referring to sunny days We from business associates and other friends The well known curler was noted hockey goaltender for Coil ingwood teams in his youth Since moving to Creemore he has been keen community booster onetime Wednesday March 24 I976 Cookstown council favors severance COOKSTOWN The village council here is prepared to en dorse severence of five acres from 12acre farm in con travention of the Simcoe Georgian Area Task report Council agreed to tell the Simcoe County land division it would be willing to allow severance of the property of Frank Mumberson in the nor theast corner of the village The severed lot is to be sold to neighbor Cookstowns zoning bylaw at present requires minimum of 10 acres in any farm parcel In supporting the severance Reeve Norman Cook said cant see any harm in it myself often wonder why man cant sell part of his land if he wants to Its his property The Simcoe Georgian Area Task Force report calls for maximum severance size of two acres and restrictions on buildings on
