with high unemployment and high inflation Compare this with Mr Turner remark When in doubt let the private sector do it N0 ATTACK The former minister didnt come out with an attack on the govemments unexpected Soviet military challenge Usually it is new missile or submarines off the American coast But this year there are two differences the subect is the Soviet defense bu get and it looks more afierious than the normal spring as The CIA is in the process of radically revising its estimates of Soviet military spending The result will probably show that the Soviet nion is ding almost twice as muc as was previously thought amounting perhaps to 15 per cent of its gross national pro duct James Schlesinger the former defense secretary told Congress in October that Russia could be outspending the United States on weapons by up to 50 per cent and widen ing the gap But the official American estimates are the Ll wvii would have more chance of suc cess if preceded by an acrosstheboard freeze And that represents fairly fundamental disagreement with Mr Trudeau Mr Turner also said some in teresting things about govern ment social olicies sug gesting that suc programs as unemployment insurance wage indexing and various universal schemes are preven ting the government from tak ing the pressure off inflation The economy has been run with no downside pressures hesaid careful examination of his speech shows that Mr Turner is clearly disassociating himself from current govern ment economic policies and as mentioned earlier it was classic performance by politi cian who might be preaching for recall You can bet that Mr Turners baby blue eyes blazed at every word in his speech several times before he deliveredit But having paid tribute to his political astuteness would ac tually prefer to hear Mr Turner speak as former finance minister Now that he has proven his ability at tightrope artistryand few can match his performanceI would be far more interested in his actual words if knew ex actly why he left the Trudeau cabinet Some of the policies he indirectly criticizes were in place long before his resigna tion But since he has carefully broken his silence perhaps he now will be more revealing in subsequent speeches LETTERS 10 EDITOR Gun controls waste of money Many people who comment on gun controls do so without first analyzing the roblem and by doing so will fai to arrive at solution which will actually solve the problem rather than just to camouflage it in lot of additional red tape The intentional misuse of firearms is what we are all con cemed about and this misuse is perpetrated by two kinds of people the professional criminal to whom firearm is tool of the trade and the emo tionally unstable who use firearm for reasons which only make sense to them Criminals do not apply for permits to own or carry guns anyway and any further toughening of gun controls will obviously go unabided by them Anything short of the death penalty for owning an unregisterfifun will fail to im press any already facing long prison term caught after committing crime Black market guns are available in Ireland and will be available in this country also to those willing to pay the price Crude but deadly effective guns can be manufactured very cheaply by almost anybody and certainly by criminals who de pend on them Therefore tougher controls registration or unavailability of firearms would not ham criminal element at all Now let us see how the many varieties of mentally unbalanc ed people would react if they were frustrated in their plans to shoot somebody In the Far East these people seem to run amok with dag ger orkitchen knife and suc ceed in killing or injuring score of people before being ap prehended What would stop our variety from cleaning few dozen peo ple off crowded sidewalk with powerful nightclub by fire started by two disgruntled THE WORLD TODAY The Communists favor coalitions By JOHN HARBRON Foreign Affairs Analyst Thomson News Service The evolution of strong Com munist party elements in Western Europes non Communist nations has been overlooked by much of the press more interested in repor ting about the Common Market Only in Portugal where con fusing struggle between the Communists and various par ties of the nonCommunist left has continued since April 1974 do we read of communism emerging in NATO state Recent developments in the very large and influential Com munist parties of both Italy and France suggest both now are prepared to continue in ge nuine coalition with socialists and even other parties to bring down the status quo The French Communist party has maintained such an alliance for many years one of the reasons having been to br ing down the ruling Gaullists This has not been true in Italy where succession of weak but persistent Christian Democratic regimes have clung to power since 1946 time after time with socialist sup port Even the Spanish Com munists operating from their 37yearlong exile in France talk of coalition with the non Communist left They have been practising it as well through curious allegiance of themselves with some dissident Spanish monarchists and rightists as well as with socialists NEW COMMUNISM The possible evolution of several nationalist Com munist parties in major Euro pean countries clearly disturbs the Soviet Union Hints of this worry came from the 25th con gress of the Soviet Communist Soviet defence budget rocketing responsibility of the CIA and its analyses are so esoteric that the differences of view did not come sharply into focus until last month Americas traditional prac tice is to calculate Russian defense spending in two dif ferent ways ruble estimate to measure the burden on the Soviet economy and dollar estimate that tries to compare the Soviet ef fort with the American one There are two main methods of working out the ruble figure One is to ick out certain items from the oviet budget that are believed to involve covert ding on defense and add em to the admitted defense budget The other is to analyse Soviet industrial production in order to estimate the value of the military equipment To get dollar equivalent from either result the usual method is to think up plausible exchange rates for various categories of military spending and convert the ruble figures into dollars at these rates The CIA is now rethinking all its assumptions For exam le ever since the early 19605 it as been assumed that the Soviet economy was markedly more efficient in the military field than in civilian production This may no longer be true it may never have been true Rus sian defense manpower which includes many civilians doing support work is now thought to be much bigger than was once believed And there are number of unresolved issues about dollar conversion In par ticular personnel costs things like looking after soldiers dependants housing and pensions are not thought to be sufficiently Americania ed to make the present con version rates valid The size and quality of the Soviet forces actually arrayed against the United States and Nato are known pretty ac curately So does it matter how much they European Communists into subversion role with the non Communist left WILL COALITION WORK It is possible given the ongo ing strength of bourgeois par ties and causes in Europe and faced with the industrial power of Common Market structures that European Communists have decided at last that coali tions must be permanent goal the Defense Departments research director told congress last month
