Quotas not the answer area beef formers told Beef price stabilization throu gh supply management that is setting quotas on the amormt of beef produced does not seem to be the answer to creating stable beef market Dr Larry Martin professor of agricultural economics at the University of Guelph and Rich ard Haack masters student in economics at Guelph presented the results of their study on sta bilizing the beef market through supply management to about 100 area beef farmers Wednesday and their general conclusion was that farmers should look for different solution The study was initiated at the 1975 Ontario Beef Improvement Associations annual meeting Beef farmers upset at what had happened to the beef market over the past tw0 years wanted to take look at supply manage ment and see if setting quotas on beef production would 1111p What had happened according to Dr Martin was that until 1973 the price of beef had been steadily increasing and the de mand was keeping up with the supply The market looked so good that most farmers ignored few warnings to the contrary and increased their herds However starting in the sec ond quarter of 1973 the market started to plunge until the end of 1974 when farmers were actually losing $5 hundred weight on beef sold The profit margin has now climbed back into the black but farmers are nt making what they were in 197073 The idea behind the actu al supply on hand and season By accumulating this informa tion for the past 10 years the computer would be able to deter mine what the price should have been over the period The com puter result almost perfectly mat ched the actual Toronto price With the accuracy of the mod el thus verified the two could then set about varying the sup ply for period of years in the model and determine the effect on price To determine just what kind of quotas could have been impos ed they looked at the supply of beef for the last 10 years and established trend or average line This showed the average growth of the cattle herd in Canada When establishing quotas marketing board would have to base its current quotas on the previous years herd so Dr Martin and Mr llaack decided on 90 per cent line that is the herd in their model was al lowed to grow at 90 per cent of the actual average over the past 20 years The computer then pro duced what would have happen ed to prices for the last 10 years it the 90 per cent quo tas had been imposed For purposes of the modcl Canada was divided into east and west and the United States since it affects the Canadian mar ket With 90 per cent quota imposed its peak in early and dropped quickly but the pro lit margin did not dip so deep ly into the red The only way the beef market could have been kept profitable for the individual farmer the men found was by providing market government subsidy if profits dropped below percent age of the last five years mer 11 This keeps beef production worthwhile business said Dr Martin but we should consid cr how
