approach can help them in producing food for the kitchen table and can remove some of the frustration stemming from past boom and bust cycles They need and expect some econmoic stability and security to plan for the future In addition farmers want to remain the masters of thier op erations Any plan which is too necessarily help them Last week Ontarios agricul ture and food minister William Newman again outlined Ontar ios positition on national ag ricultural stabilization program to the Middlesex Federation of Agriculture Ontario is opposed for many reasons to costly and fragmented series of provincial plans ADJUSTMENTS In the past year the federal government has been dealing with farm income bill called Bill C50 known as the Agri cultural Products Stabilization Act Basically this legislation would mean that farmers may be guar anteed at least 90 per cent of the average market price over the previous five years for ome commodities plus an adjust ment to reflect changes in pro duction costs What is lacking at this point is list of specific commodity sup port levels Ontario can live with the 90 per cent guarantee over five years but would prefer three year period However as Mr Newman pointed out the plan must cover fully the farmers operating costs plus percent age of family labor not invest moot custs and management T9 reach this would require an annual assessment of market conditions and the financial state of fhe fund for each farm pro duct Ontario strongly favors na tional plan backed bythe partic ipation of farmers and each pro vincial government Beyond flat federal guarantee each pro vincial government and the far mer would pay an equal amount to develop checks and balance system against the great dis cretionary powers which the ex isting act gives to the federal minister of agriculture What must be stressed at this point is that the farm income cow whereas BC charged eight cents per pound amountlng to plan must be voluntary as was $34 per animal the case with the beef calf in come stabilization program Those producers who joined would benefit Its that simple What is not so simple is the minisers fear that without ov erall provincial agreement any farm income plan would destroy the whole idea of income stab ility through toploading That means that if any province paid artificial supports or subsidized farm interest rates for farm im provements the national program would collapse During the last provincial elec tion farmers heard much of the New Democratic Partys farm income stability as was in operation in British Columbia The NDI criticized the Ontario beef calf program as unimagin ative and most inadequate The BC plan was open to far mers with at least 20 cows up to maximum of 55 Ontarios plan was open Ontarios payments were based on the weighted average price around the Province over three months BC based its payments on the average Calgary price for October and November less three cents for marketing Ontarios premium was $6 per On lop of that BC charged four per cent which went to BC federation of agriculture for ad ministrative costs INDEPENDENT Dont get me wrong Ontarios plan is not perfect but at least it is superior to the plan In that it was designed to hedge against low markets Beef pro ducers in Dutferin and Simcoe Counties get results And yet the plan does not un duy interfere with the producer running his own show Whatever form an income plan takes it must provide some dc gree of income security without introducing whole series of such plan must not become substitute for the marketplace or remove the enterprising spirit so characteristic of forming In short farm income stab ilization must not lead to guar anteed farm income plan That is what the NDP really advo cates Farm income stabilization may be necessary but the farmer is looking for better type of in surance which will help not hin der him or her in getting on with the job The Barrie Planning Board is in the process of
