bylaw It is particularly timely in view of the conservation movement which has gathered force in recent years Advses Against Restricting have been asked by your le1943 the assessed acreage in this forestation committee to speak to you on the implications involved in passing restrictive cutting bylaw Let us first consider the timbcri conditions in Simcoe in general How much land in Simcoe is de voted to the production of timber According to your assessment figures there is about 84000 acres of woodlandw in the county and about 196000 acres of slash and waste land These figures may not be too accurate because of the in terpretations of the different as sessors as to what slash and waste and the acreages may be rough guess However on the basis of these figures about 812 per cent of the land area of the county is in wood land and about 20 per cent is in slash Assumingthese figures to be cor rect how much material will this area of woodlot produce From growth which have ob re 1n the shotgun class andMrrestirrratethat at present your wood land is producing about 11MM board feet annually and about 50000 cords of other materials On the other hand how much timber are we cutting each year Last summer we visited nearly 2111 of the sawmills in Simcoe and from information have gained that at present about 13MM fbmI ore being cut So believe you are at present cut tingperhaps alfttle more than you are producing but these figures are estimates andmaly be in error and onIcloser examination it might be feund thatIthe balance was on the right side of IeIIledger iWhat lfae if we cut more than we argsproduciug Exactly the same thingas would happen if you have herd of cattle on Ia farm and each year you sell more beef than you are growing Your herd would gradually disappear One the other hand how much material shouldwe be producing If you consider the 84000 acres of woodland the 196000 acres of slash and wastepand some areas which havebeen cleared and are not agriculturally productive it makes total of around 300000 acres There is very little of your so called slash and waste land which shOtild not be productive On this 300000 acresl estimate that you should be producing about 30 MM board feet annually and woodland Simcoe County ial The present revenue to prim ary producer is probably in the na ture of $500000 ould Boost Revenue If your woodland was being pro perly cared for your revenue to primary producer should be at least $1400000 Gentlemen your woodlots coilld be and should be an important part of the farm economy Let us consider for moment what is happening to our woodland across the province In 1901 the assessed acreage of land outside the fire district was 18827100 acres of which 3124500 acres or 166 per cent was classed as woodland In area had risen to 19131400 acres but the area assessed as woodland had dwindled to 1848100 acres or 97 per cent If this rate of shrinkage were to continue until the year 2004 our in Southern Ontario would have completely disappear ed WWWL lots The familiar story is clear cut and pasture As result many areas unsuited to agriculture or pastUre have been cleared These is woodland are showingup and are being re forested which is most expensive In other areas the percentage of woodland is being reduced to dangerously low figure and as result good agricultural land is be ing impelilledA good example is the area in which the plowing match was held this year Many were the remarks Its lucky we have been able to see the plowing For reasons of water conservation MSrmeeeGountyrIwouldrii 77 and protection of the elements the retention of woodlands is public problem Another grave error which is of ten made is the cutting of immature timber If cut below 8inch the sawlogs Which will be obtained will be negligible and it will be sold forfueIWOOd at stumpagebf about fourfcents per cubic foot whereasmaterial sold as lumber has stumpage value of at least 10 cents per cubic foot and for high er priced Species such as maple and white pine it is worthwaboutZO cents cubic foot This practice is equivalent to grade stOcker cattle If you hold them untilthey are fitted for mar ket you notonly get the gain but get an increase inprice for qual ity That many of our woodlots in general are being badly managed is recognized fact and the citi zenry are becoming increasingly conscious of the necessity todo something about improving our woodlot management The problem is what should be done There are two avenues openlegislation or education It is recognized that the most desir ableway of achieving the result is by education but it is slow The question arises Can we afford to wait for eduution to achieve the result or will it betoo late Bylaw Considered about 150000 cords of other
