is based on halftruths and obscure ex amples Farthing president at the Association of Canadian sers said Wednesday Speaking at press confer ence held In connection with the associations at meeting April 30May 2hir Farthing said informing and persuading potential customers have been ethical sales techniques since the first caveman offered spare hatchet in return for an animal akin Modern advertising he added has merely made use of communication methods to extend these techniques As result we have more new products and better prod ucts because advertising can spread the salesmans message more quickly and less expen sively Any criticism of the cost of advertising should take into consideration the cost of main taining equal sales through some other method Advertising costs average out to less than three per cent of the sales dol lar while direct sales methods without advertising would cost many times that much Mr Farthing who is general advertising manager of Cana dian Westinghouse Co Ltd said it is somewhat ridiculoi when publisher spends thou ands oi dollars to advertise book that claims that advertis ing is waste of money The importance of advertising to the economy had continued to grow despite such attacks Association membership is made up of companies that ad vertise nationally but anyone interested in advertising may attend any sessions of the forth coming convention on payment of fee Permit Bingo Cut Rallies WINDSOR Ont CF The Windsor police commission in dicated Wednesday it will per mit bingos to rcsrune operating in the area but that raffles wiu be curtailed sixweek police department investigation of hinges and raf fles ended when the commis sion adopted report prepared by Police Chief Cari Farrow and Crown Attorney Eugene Duchesne The report said it was felt that the situation was now at point where greater control could be exercised over bingos it suggested however that any organization using bingos for fund raising purposes should clear the games beforehand with the police We will need to be assured the report said that these games are run in the intnruts of the charity involved and that proper system of bookkeeping is established Referring to raffles and lot teries the report said The section oi the Criminal Code covering raffles is quite clear The only raffles and lotteries excepted are those for prizes small value $50 or less at any bazaar held for charitable or religious object if permission has been obtained from the city or municipal council or from the mayor reeve or other chief officer The articles to be raf fled must have first been of fered for sale The report said recent crackdown on hinges and raffles throughout Ontario has had the very desired result of our tailing the big money operator
