St South died at her home of cerebral thrombosis fol lowing lengthy illness Mrs Carter was hour at Wau baushene January 11 1881 She was the daughter oi Mr and Mrs Peter Campbell After her marriage she and her husband resided in Waubaushene where he operated the Lakeview Hotel Mr Carter was killed In action on the Somme during the First World War Mrs Carter and her family of fliree children later moved to Barrie She attended the An glican Churchand was an or ganist at the Waubaushene Memorial Church for several years She had great interest in music having attended the Toronto Conservatory of and property Bruce Stewart public relations Herb Hughes personnel The Simcoe County society has four branch offices and main office The main office is in Barrie with branches in Alliston Collingwood Midland and Orillla Each brunch staff includes social workers and secretary who is employed either on full or arttime depending on the wor load The total Simeoe County staff includes 10 social half time office staff two supervisors and managing dir ector The total number of children aided by the society during 1950 was 2081 The children are classified into two main catalogues in care and prevention or protection 1N CARE in care describes the type oi case where the children must be received from parents through the fault of the iamin itself or other circumstances These children are placed in in stitutions or foster homes and become the responsibility of the CAS and the liability oi the municipality Care covers such cases as the orphan very rare delin quent or incorrigible rare deserted child fairly common child living in an unfit lace or found associating wit unfit people or misfortune most common Prevention case care also covers the neglected child but there is more optimism for re building family unity and the society is satisfied that the child can stay within his own home The readjustment is done as family unit and in most cases this type of case re sponds more fully There are two sources of in come from which the society draws its funds statutory maintenance and grants OPERATION Statutory maintenance is the obligatory amount the govern ment pays for children in car The amount asked is determined by rate establish ed by the cost from the prev ious years operation The rate is dependent on such factors as the direct child care cost ie board clothing the province CUT COSTS The society has reduced its costs below that of previous years it operates on deficit Child care is mandatory and prevention is financed by grants When the grant is in adequate there is nothing to do butto put the children in care or run on deficit There are many ways oi over coming the deficit operation The society is making an of fort to cut costs by continued scrutiny of phone calls and mileage and updating office equipment The present equip ment is mostly outdated and re quires great deal of mainten ance With new typewriters and dictnphones the society hopes to be
