Simcoe and York counties will con tinue for two more consecutive Mondays OTTAWA CP The future jobs of many rallwaymen perhaps the future of the rail ways themselveswill be dis cussed when conciliation hear ings open soon on the contract dispute between the big rail ways and their nonoperating employees Labor Minister Starr is ex pected shortly to set up three man conciliation board which will have the task of trying to settle one of the most complex labor disputes in railway his tory The board itself may fail to settle the dispute but it could produce report that might be basis for settlement The boards hearings will be the arena in which the railways and unions will fight out their rival contract proposals WIDE APART The 15 wow unions bar gaining for some 104000 off lrain railway workers want two year contract cent hourly pay boost plus job security plan that will protect all Workers with five years or more SEIVICE Breaking new ground the railways file counter proposai of three year con tract work security program an unspecified wage increase and other benefits in return for major overhaul of traditional seniority groupirgs without vio lating craft lines Each side balked at the others proposals Their talks collapsed last month without getting to grips on any real bargaining Now the fight shifts to the conciliation board On wages the unions are insisting that pay increases must be related to the earnings of workers in the durable goods 12 DONALD ST THE BARRIE EXAMINER SATURDAY MARCH 10¢ Skaters Thrill Stayner Fans STAYNER Special Stay ner citizens turned out to pack the the retail automotive business since 1947 Mr Myers and his fondly will establish their home in Barrie in the near future Railmens Talks May Decide Future Of Railways Themselves industry They contend this in dustry has been established by past conciliation settlements as the yardstick for railway pay The railways reject the claim that the durable goods standard is firmly rooted They have of fered pay increase only as part of an overall economic package th at includes re vampcd work rules and new seniority rosters Farreaching changes already have taken place in the rail industry changes brought about by the need of the rail ways to streamline their entire operations in the fact of mount ing competition from other forms of transport CHANGING SCENE One result of this trend is rapid decline in the railway work force The unions want new technol ogical devices introduced in planned gradual manner tied to onepercent attrition rate in the railway work force In essence this would preserve most of the current jobs held by longservice workers even jobs that are no longer neces sary The railways dismissing this plan offered to guarantee work not specific jobsfor long service employees But the pro posal is conditional on union acceptance of consolidated seniority roster reducing the 2000 or so separate point and craft seniority groups that tend to make the nonoperating work force immobile The companies proposal wollld have provided measure of employment stability for the workers while giving the rail ways more flexible work AT YOUR SERVICE force The unions rejected the offer as little
