Since its inception in July 1911 it has experienc ed many changes both from the standpoint oi legislation und er Lbc Unemployment Insurance Act and development of the ar on which it sorted Themany Contribution and benefit rates were din February 1550 and came into cliect on July that year Benelit rates were again increased on July 1952 and in August 1955 benefit was made payabla dur ing illness injury or quarantine for claimants unemployed at the time the disability occurred in October was the Uncmp loyment Insurance Act was re vised and the maximum dura tion of henelit reduced from 52 to 36 cells By an amend ment on July ti 1959 with of icct on September 27 1959 this was again changed to maxi mum duration of regular bene flt oi 52 weeks The formula Io determine the number of weeks is one weeks benelit for contribution weeks provided the necessary conditions are mot GROWTH The growth of population and industry in Barrie necessitated expansion in the National Em ployment Oiilce Originally loo nted on the top floor of the Post Office Building it was moved to 147 Dunlop Street East then to new premises at BAR 57 Collier Street East where it operated until 1955 was the construction of the new Federal Building it moved into its per manent quarter on 40 Owen Street when it now occupiel large part of the second floor in the 29 years the ltnlf bu increased from eight to 15 In order to provide mar efficient inspection service the Commission established Dis trict Audit Office on September ml which also occupies part of the second floor of the Fed oral Building Over the years it has been the endeavour of the National Employmentoilice to carry out the function for which it was created under the Unemploy mentlnsuranco Act namely to assist workers to find suit able employment and employ ers to find suitable workers When it is impossiblo to get the unemployed worker back on the Job it makes financial an sistance available to him to compensate him in some degree for his loss of income To accomplish this purpose the local oliico registers applic ants for employment interviews them when necessary obtains from them such lnlormntion as is necessary to effect proper referrals to employment assists them to obtain vocation al guidance or vocational train ing or retraining it obtains from employers precise inform tlon on vacancies notified It may refer applicants and vac anoles to other local offices in case where applicants cannot be suitably placed or the van ancles suitably ï¬lled by the local office It has system for adequ ate communication or employ ment opportunities and avail able labour cnvcring the entire country However statistlt seem to indicate that the employment part of the community tends to overlook this important source of manpower and tails to make um of service which adds nothing to an employers costs oi operation 0n the contrary use of this service may save the employer considerable expense in advcr tising or other means of recruit ment Some employers tend to disregard the virtues ol the National Employment Service and only turn to them when they are unale to meet their demands in the open market Thus it is that the employment service tends to get referred to them only those vacancies that employers have found difficult to filL This means that per son searchlng for work still has to go the rounds of along range of employers if he wants to get one at the better jobs This is still two in too many cases To the extent that this is true it is denial of the purpose and uselulness of tho employment service In the area administered by the Barrie Local Office th era are registered 112 employers with insurable employees Out at these approximately 200 are required to submit semi annual reporta of employment activity in as much as they are employers with ten or more employees me ï¬gures submitted in these reports for the 12month period to August 31 1960 it is shown that 3394 hirings took place of which 581 or 14 per cent were placed by the local ofï¬ce In considering this figure it must be remembered that rohlring of on employee laid off for more than 30 days is counted as now hiring Many of these
