newspaper editorial comment on the controversy between James Coyne governor of the Bank of Canada and the federal gov ernment Toronto Globe and Mail 0nd The Bank of Canada is an autonomous institution which has never been and never should be subject to close gov ernment supervision the governor should not be sub servient tool of the government of the day and should be pro tected against dismissal for par tisan or frivolous reasons in deed there is not the slightest sign that the present govern ment wants to change tins pnlt sition But it is entitled to de mand that the head at the bank cooperate in carrying out es tablished national monetary and financialpolicy By refusing to recognize that obligation Mr Coyne has not really served the cause oi the banks autonomy but in fact has endangered it for the future Montreal Star Ind The general tone of comment suggested that there might be something more to this crisis than squalid squabble over pension For the sake of Mr Flémings reputation We hope there is even if it means that he has to take sharp turn on the basic problem of the rela lionsof the government to the banks in matters of major pol icy It should not be forgotten that very large body of bank ing and economic opinion in the country has differed with Mr Coyne and this may be the rea son for the present break This however can only emerge as result of the public discussion which Mr Coyne very properly asked for Vancouver Province 1nd The Coyne crisis can serve useful purpose if it brings the nations economic policy into to cus Is Coyne being fired be cause he stands in the way of the governments expansionist policy This is the root of the matter whatever the turmoil and confusion over the govern ments methods of getting rid of Mr Coyne Mr Fleming says the governments position Is expanionist But so far there is precious little evidence of it The Coyne affair had shabby beginning now that this has become side issue Mr Flem ing has an opportunity to re
