annually and rising steadily The controversy pits trading stamp companies and powerful retail outlets using stamps to boost salesnotably food store chainsagainst nearly damn national organizations which contend trading stamps are sales gimmick that adds to the consumers cost Caught in the middle are the federal and provincial govem meals for whom the multi million dollor trading stamp issue has become headache BANNED IN PLACES crossCanada survey by The Canadlan Press shows the issue is most lively in Ontario and Quebec and to lesser extent in Manitoba In the At lantic provinces stamps are used only on small scale not at all in Princc Edward Island but they threaten to become an issue in Nova Scotia British Columbia Alberta and Saskatchewan are the only provinces with legislation ban ning the types of trading stamps most used But oppo nents of stamps regard such legislation as ineffective because it may contravene the field of criminal law reserved In the federal Parliament They say the only way to ban trading stamps is by fedcral legislation The British Columbia legis lation has been effective in keeping out Irading stamps but hasenot yet been tested in the courts charge laid under Albertas legislation was dismissed at on constitutional grounds and the provincial gov emment is taking second look at its stump ban Saskatchewans out legislation has not yet been
