Titanic Examiner 16 Bayfield Street Barrie Ontario moor NOVEMBER nilPage Barrie Association Does Fine Work For Retarded Children Barrie is fortunate in being one of the relatively few communities in the pro vince to have an active and alert assoCi ation for Retarded Children On Wed nesday of this week Open House was held at King George School where the children are taught and there was ample evidence of the fine work being done In the contented happy attitudes of the young people For those above school age the assoc iation erates Sheltered Workshop on Bayfiel Street in the old Cundles school Here also fine work in training is being accomplished in bringing those who have been handicapped to achieve something on their own and of value to the community Open House there is being held today from two to nine oclock It is well worth VlSit This week special emphasis is being put on the training of mentally retarded children such as is being accomplished at the workshop and school here Unfortun ately however far too much of the responsibility for the operation of sugh schools still rests with the parents dir ectly interested and other volunteer peo ple As result the work is greatly ham pered Mental retardation is one of the ma jor handicaps which birth can impose on person It is one of the greatest possible burdens which can befal parents Yet up until recent years these people have been completely ignored while thev still do not receive nearly the assistance their position merits That much has been done is clearly evidenced by the results the local school has already achieved That much can be done in the future is certainty limited only by the support the effort and all similar efforts receives It is one of the grim realities of to days society that these young people face increasing difficulties in finding niche in life because of todays great advances in many fields The fact that today is time of specialization that trained skills are needed even in the simpler levels of life makes it increasingly difficult for not only the slower of thought even those considerably above the retarded category As fortunate as it is that these young people are being brought to var ious stages of self reliance this advance must be accompanied by an effortto provide them with chance of earning at least part of their livelihood later on if the effort is not to be largely in vain Even at best most of these people can not compete with more fortunate people particularly in this age of increas ed skill They can not be allowed to re main in idleness or the good that has been accomplished will be undone The resent program of assistancefor mentaly retarded is splendid thing But it must be raised to much higher levels to accomplish its vital purpose From the selfish standpoint it is splen did thing to lavish assistance on our more brilliant people From the unselfish viewpoint these other people are much more in need of help Winter Driving For Safety Traffic authorities agree that no one really knows how many accidents are caused by drivers who actually are half poisoned from carbon monOdee With the approach of colder days and nights traffic police know with certainty that deaths from carbon monoxide poisoning will increase sharply As the American Medical Association observes this color less odorless tasteless gas that is ex pelled from the cars exhaust system is deadly poison in an enclosed spaceBe fore the driver realizes what is happening he gets drowsy and begins to doze at the wheel If the gas itself doesnt kill the Lresultlng crash into tree or bridge rail or an oncoming car might finish the job Motorists should follow the Associat ions basic rules to cut down the danger iof carbon monoxide poisoning They are Leave at least one window open slight ly even on bitterly cold days If there is leakage of gas the fresh air will dis pel most of it Keep the front vents closed when driving in bumpertobumper traffic Your vent can suckin exhaust fumes from the car ahead of you If you park for more than minute or two with the motor running open window several inches Wide open is safer Most important is to make certain that exhaust muffler and manifold are tight and free of leaks It is worth few dol lars to mechanic to guard against gas poisoning If you feel sleepy on the highway at night it might be the late hour or it might be carbon monoxide Whatever the cause open your car window and get off the road and take nap It may save your life DoWri Memory Lane CPR LINE INTO DRILLIA Barrie Saturday Morning of 50 years ago Correspondent for The Barrie Examiner LONDONTwo prolects which will bring joy and relief to the tens of thousands of motorists and pedestrians who are daily bedevllled by traffic jams along the Strand Aldwylx and Fleet Street have been an nuanced by the London County Council As one member of the public who every day encount ers this traffic congestion on the route from Trafalgar Squan to Fleet Street consider these projects as lmprovementswhlch are long overdue and which will be welcomed by the pub lic Both vehicular and pedest rian traffic problems will be solved when they are completed The first project will deal with the hour by hour conges tion of traffic flowing along the Strand meeting with that com ing down Kingsway to Aldwych and then finding its way by circuituous route down to Water loo Bridge To USEI OLD TUNNEL To solve this problem the London County Council purposes to use part of Kmgsway tramway tunnel and convert it Into quartermile long Strand Traffic underpass The present plan estimated to cost $2300 000 will normally be for north bound traffic from Waterloo Bridge only Ramps to the sur face will be built in Lancaster Place the approach to the Sir and from the bridge and in Kingsway As the height of the tunnel is 12 feet slx inches there will be some restrictions on the size of vehicles using it and some form of automatic light ray de tection and warningsystem for high vehicles may be Installed But when the job is complet ed and the streams of inter secting traffic no longer exist it will be real boon tomot orisfs and tothose using bus es Duncannon Street Adelaide Street and the north side of the Strand This is section of the Str and almost contlnuously congest ed with pedestrlsnr trying to cross thestreet in the face of steady stream of cars taxis and buses It takes several po IlcErnen on point duty there to ensure the safety of the pedes trlans and keep traffic in with some degree of regularity This edestrian subway will be 16 feet wide at its south en trance andwill widen to 13 feet passing under the Strand While it is in process of con structi0n aspartial closure of the Strand will be necessary XIII some interference to education hospitals public housing through roads and ad ministration of justice Some day We all know that some day there has to ho serious shak ing up of provincial and muni cipal responsibilities We are getting closer to It all the time But when we will actually get to it is question for the gods STRONG DEMAND The Association of Mayors and Reeves have made another annual presentation In it it has put forward the strongest demand to date for new nunlcipal structure But to make the demand Is one thing To get it in quite anl other The need for revision of re sponsibilities has been Increas lng apparent to municipal peo pie for some years But to date action hasnt gone beyond the talking stage And the question that really must be answered is just how do you take the next step DONT BUIT You often find in government that solving the mechanics is more important than solving the problem In many cases you will find It Is not hard to pinpoint just what should be done But it is almost impossible to plan how it can be done For once again to do some thig progressive change And change means that some feelings will be hurt And the usual first character isticof the politician is to shrink from doing hurt The most common way of getting around this is to shelve the blame somewhere else This to most politicians in the main reason for existence of royal commissions It may be that this will be the eventual mechanism by which we will get our municipal struts ture straightened away The greatest difficulty here however is to find commis lion orcommissioner with the stature to handle the job Efforts to date have not been encouraging few years ago we had an inquiry committee into munici pal aifaiis of civil servants and municipal officials It strangled itself in red tape and details We currently have select committee It promises to be little better than worthless Perhaps somewhere however there is man or men with the capacity to pierce through the complex municipal tangle If there is we could see the needed reform 11 DIE IN STORM MANILAAPEleven Fill pinos died Wednesday in star that swept through the central Philippines and Luzon Five of these had been reported missing
