VVhile it was customary to elect a. ;).\Iayor for the second term, Mr. Ben- lnett had acted throughout the year in a very arbitrary manner, antag_on- izing almost every member of the `Council. For this reason he (Mr. iPowel1) opposed him. Mr. Powell said he was glad that the G. T. R. improvements would go ahead. The Mayor had wanted to secure a xed `assessment of $50,000, but_at last had Ito come down to the old gure, $35,- Iooo. This was what he (Mr. Powell) had always favored. ,,1_Mr. Bennett had procured Henry Penton to appeal against the Burton assessment in Ward 6, apparently not having the courage to do it himself. Ald. Pow- ell then referred to his eleven years experience in the Council. His re- cord, he claimed, was quite as good as Mr. Bennett s. Mr. Bennett had. boasted that there would be no decits under his administration, but both the Board of Works and the Com~ `mittee on Fire and Police had ex- ceeded their estimates. He (Mr. Powell) was in favor of seeing the Dyment foundry set running again, and he thought that with very little lnegotiation the matter could be re- opened. VVe could not get the foun- idry if Mr. Bennett were re-elected Mayor.
