VMINISTER'S VIEWS `ON TQTAL. ABSTINENCE The `Scott Act was carried some 25 years ago in the County of Sim-` coe, of which Barrie is the County seat, by about, 1000 majority. Three years later it was repealed in dis- gust by over 3000 majority. Old residents of the Town can tell you of the evil inuence it had on the business and morals of the Town. Local `Option is not more practical than the former laws, as it is appli- cable to smaller areas, and has only the same machinery for its enforce-- ment. ,*__ FA1:3H`()}1 SALE-Being Part of North of M huts 16 and 17. Innistil 68 acres _--: ._..,x .......A nihlincra, W'hen one takes into consideration` the 7,000 people of Barrie and thel large, prosperous farming communi- ties all around us, the vast number of people that pass through the; Town, especially in_the summer, it cannot honestly be said that there is much excess or drunkenness here. In all the Town and -surrounding coun- try, there are only about 30 names on the Indian list. I doubt very much if there is another town in all Ontar- iothe size of Barrie that can show as clean a record in the Police Court as we can, notwithstanding that so many branch. lines of railway enter here, and railway hoboes, tramps, and all classes of immigrants pass through in thousands, many of whom are here quite a time waiting for con- nections or a chance to ride a brake beam. i t In regard to revenue, the direct .loss from the License fund for the {Town of Barrie would amount to $2,316.25, which would result in in- creased taxation for every ratepayer. Then, there would still be a further loss by a reduction in value of pro- .-perty affected that would in all make about $4,000 loss to the Town annual- ly, and the traic in liquor would be much .more dangerous, as it would still be carried on but in the hands of irresponsible `parties who would not feel underpany obligation to keep the law or supply. the public with-` accom- Imofdation of any kind. 1 Most of the money taken by the hotels is from travellers, tourists, farmers and railway passengers, and a large portion of the $200,000 they handle yearly enters the money cir culation of, the Town for supplies, labor, groceries, meats, vegetables, clothing, boots and shoes, repairs, plumbing, paper-hanging, painting, rents, taxes,,insurance, coal, wood, furniture, etc. A portion of this money goes to supply cigars and liquors,~ much of which comes back to the farmer for grain, oats, hay, etc. Only 34 portion of the money taken in hotels is for intoxicating iliquors. It is received for meals, beds, stable accommodation, lunches, `soft drinks of all kinds, cigars, etc. -The farmers `who. formerly went to excess under the Incense system still contjnue to do so now under Local Optlon. "About I20 of our people make their livelihood in the hotels, work hard, and are well paid. Some people sneer at hotel employees. It ought not to be so. They are human beings like the rest of society, some good and some bad. There is a skeleton in every family, even in the Locall Option family, The meek. and lowly Nazarene said Let he who is without sin cast the first stone, and that! stone has never yet been cast hon-4 estly. Ours is the best market town north of Toronto. `Farmers require proper accommodation at reasonable prices for their families and for their hor- ses. This is" now being adequately supplied by the hotels just in the] way it is needed. No one need use; liquor if he does not wish. If Orillia should pass Local Option and Barriel defeat it, the hotels here would hard- ly be able to supply the extra accom- modation required, and vice versa. Local Option has been in force in Thornbury about 18 months, and, since its introduction, taxes, I am told by Mr.Gowans, editor and owner of the Thornbury and - Clarksburg Herald-Reector, have "raised from 18 mills on the dollar on a low as-' sessment to 24 mills on the dollar on a high assessment, and the farm busi- nessthas almost deserted the town. They. never did and do not now have any drunkenness in town, but liquor maybe had there in I abundance. The Temperance people bought two ne hotels, the Seldon. House and the Queen s," both for- merly licensed. Mr. Little, who is the manager of the Se1don House, says that neither of these places pays expenses. They are losing thousands of dollars a year. The Seldon has about carried running expenses, but has lost so far about $2,000 a year on dividend account. The Queen s, he says, has not even paid running expenses. How long ldo you think this kind of thing will ikeep up? The management of these hotels do not receive satisfactory re- jmuneration for their services. The manager of the Seldon House says the same old drunks are in evidence. as before, and that Local Option is still open for discussion. He says they are waiting for something to turn up, and, when told that the Act might be repealed next year,`he said he would not be surprised. It is a very stringent temperance Act, calculated to reduce intemperance to a mini- mum. After the people of the On- tario ridings tried the._Dunl Act they had to go back to the present License Act. After they tried the Scott Act, they turned back again to the present License system, and `after Local Option they will again `return to the law that represents the best interests of this Province, as in Parliament assembled and in Cabi- net -Council they thought and wor- ried and worked under the Hon. Sir Oliver Mowat, under Hon_ Mr. Har- dy, under Mr. G. F. Marter, and last but not least under the able di- rection of the Hon. J. P. Whitney. forithe last 37 years striving honest- ly and fairly, no matter what men may say to the contrary, in the best interests_'of the Province. The three- fths clause was tacked on to Local Option, not because the Government does not wish to see everything pos- It has been said in rather disagree- able terms that those who oppose Local Option cannot defend their position, meaning that they cannot excuse the horrible examples of de- pravity, held up very unfairly by the advocates of the measure. No, we cannot, nor do we want to excuse or defend the man who goes to excess. He is immoral and very much to blame. The pity .is that others suf- fer with him. Neither can the advo- cates of Local Option defend many of their number, neither can the Church defend ministers, members or adherents who live immoral lives. Evil is everywhere. it is the excess of good, the perversion of natural law. The result is misery and suffer- ing, there is no escape The wages `of sin is death. Liquor is inanimate and powerless `to hurt anyone unless used impro- perly. It is good for some, bad for others. The individual must be the judge. We must have British liberty and freedom. God made all things, and if we use them properly we get good from them. If we go to excess, we must pay with compound inter- est every transgress-ion, The sin is on the individual. You cannot stop temptation. If you .could, we would not know good from evil. You can- not make men good by legislation.
