The husband got up and went to Cheeseman s wood yard to purchase a few sticks, leaving his wife in bed and baby sleeping in a cradle by her side. The room was scantily furnished, the bed ha.d very little clothing and poverty reigned su- preme. Just after Russell s departure Geo. Cooper came upstairs and entered the room ostensibly to see Russell about a. whip, but according to Mrs. Russell s story in the police court on Monday afternoon?(which `was corroborated by her husband and her father so far as they were able to tell). when he found him absent he went back and lock- ed the door by means of a pin from the in- side, which it seems was the only lock on the door. He then went to the cradle and proceeded to warm the little baby s ngers, blue with the cold, and afterwards indecent- ly assaulted the mother, despite her cries and protests. Upon the return of the father he was told what had happened and at once laid information against Cooper. This was not accepted, however, until Satur- dav when the wife was able to go up herself. On Sunday morning Cooper was arrested and before the magistrate on Monday after- noon the above facts were brought out The prisoner refused to give his evidence. All taxes ac- counted for have been followed into the rolls, and the outstandingbalance due from each ratepayer `on Dec. 31, 1897, has been ascer- tained. No poll tax appears to have been collected during the year. The 1897 rolls show the following exemptions: Barrie Tanning Co., 3116; Electric Light Co., $290 ; W. We have been unable to trace any by-law or agreement exempting the Electric Light Go from taxation since April 20th, 1893, and a subsequent contract bears date May 1st, 1893 Regarding the other two, the exist- ing by-laws exempt from ordinary municipal rates not from school taxes, but were it otherwise the question arises : has the Coun- cil power under the Municipal Act to grant exemptions from school taxes? About one- fourth of the amount levied for dog tax is returned as uncollectable. In respect to the revenue from licenses and police court nes and fees, the records of the late Clerk are incomplete.
