CI` a; nous '1 year rate Chairman Radenhurat, of Finance Committee, said hiercommittee, had considered the various applicants for the position of Clerk and Treasurer. They? had not been able to agree ona recommendation, therefore he presented a majority report, and also a minority report. The majority report recom- mended '.(I) that Clerk and Treasurer be paid $750, with no fees (2) that his security be 812 000-$5,000 in a Guarantee Company and 837000 by_ private bondsmen (3) that Mr. E." Don- nell be given the appointment, A During the year ending Dec. 15, 1897, there have been 23'alarms-l4 res and 9 false alarms. At present the Brigade is as efcient as on former years, there are eighteen active mem- bers, who have taken great interest in the protection of property. Our outt is in good condition 3 the hose wagon is a credit to the town ; the steam en- gine is in good workingorder. We have about 2000 feet of hose in good condition, about 400 feet inferior. We tried the Council Fire Extinguishers for he first at re on 12th. which was not very satisfactory. The hydrant gates that I ordered, by your permis- sion, are just the thing we wanted. We would like two more. I under- stand that they have been ordered with two more smoke protectors, but have not arrived yet. The improvement to the hall is very much needed, and hope that the Council will see t to go on with it in the spring. Mayor Wells asked Chairman Wil- kinson,` of the _Market and Public Buildings ~Committee, for his report. We have not spent a cent, said the Chairman, "except`the $40 for painting the market, and that account is not in yet. The Mayor said that $622.34 is. charged against the committee, and said that it was for lastyeai- s accounts charged against the present council. APPOtN'i'MEN'].` OF CLERK AND 'rREAsURer. Treasurer toeget `$300 and Clerk 3600 l this all fees be.pa.'id i`nto'thev'.[-`own. `Th:0`80PY.. Mayor Wells asked Chairman An- drews, ot Board of works, for his re- port. Mr. Andrews said he had not prepared it because he did not know whether the Council wanted included in his report the money expended on thestreets by Engineer Ardagh, in- cluding the amount spent to complete the road bed. He thought it would not be fair "to himself to shoulder ex penditures for which others were re- sponsible. He had spent some $10 during the past week in doing work that Mr. Ardagh had done last year. Then he had certied to accounts whose every item did not belong to the Board of Works Committee; some of these items belong to other committees, but he, knowing them to be correct, had certied to them to save time and trouble. His only method then would be to look through the Finance Cum- mittee s reports for the year and select only those payments for work ordered by his committee, otherwise he could not give an accurate report. Mayor Wells said the Council would certainly hold- his committee responsible for all accounts of expenditure to which he .(the chairman) had certied. He said he would report at next meeting. . Chairman Frawley also reported that $500 had been placed in the estimates for arbitration p'u:-poses. $357.5-2 had been expanded, $300 of this amountl having been paid over to solicitors for current expenditure in connection with I the arbitration. Chairman Frawiey, of Sewers Com- mittee repox ted that the" estimates for the year were $500. Of V this amount $364 30 was charged to his committee, but as a matter of fact he had spent only $15.24, the balance,$349.06, being used in paying accounts of last year. The Mayor said that the Sewers Com-. mittee of last year had- expended $1,- 128.52, besides what had been paid for them by the present council. Chairman Powell, of Fire and _Police, here asked if Chairman Love included in his report the cost. of wood `he had given away. He said a great deal ot wood had been taken for indigents from the town pile, and it was not fair to charge this amount to Fire and Police; Mr. Love gave no answer; A Chair.-man Love, of T the Indigent Committee, reported. a total expenditure of $504.61. Of this amount. $66.65 one for last year ; `accounts. The*esti- mate was $650,`and last yeiju-'3 expendi- f ture was $720.36. The report was adopted. The waterieyvstexh should be extend-| ed toward Allandale as early as `pos- sible. The eastern part of the town, with all the hose at our command, we cannot reach with one line further than the Green Bush hotel, would suggest that the last hydrant be placed as far e,st as the East Ward School. The res this year were as follows : January 19th - Berczy street. April 3-Co'~y's `Hotel. `Mayor Wells thoughtrthah 8750, the happy medium, was a fair salary. V The Treasurer would probablyhave to pay about. $50 no guarantee. premiuml, end tliin ,would leave him Moo, which he `thought I fairly aulury. Mr. Freelr thought the .salary should be `large enough to permit a man to lay by a little "so that in the event of death his wife and femily might have something to live on. Deputy Reeve Wilkinson therefore moved inqamendmente to the amenilment t_ha,t_`ealu`ry he 'A_...- The amendment was then carried, and the Council went into committee of the whole, with Second Deputy `Reeve Soules as Chairman. The re- port was dealt with clause by clause. The rst clause. xing the salary at $750, was well discussed. Councillors Frawley and Hood thought that $700 was a good salary and quite as much and more than commei-c.al men in town get who have to work really hard. They thought the work could be done well for that salary. Mr. Frawleyw therefore moved in amendment that the salary be.$700. V V Councillors Hood and Powell then moved in amendment, to the amend- ment that the consideration of the re- port be left over till next regular meet ing. This was `lost, Reeve Rzdenhurst being the only -member to vote with_ the mover and aeconder. "`Thev Chair is sustained, sgya the Mayor. 'Sha|l the; ruling of the Chalr be sustaineo? says the Mayor. In all improvided cases in the pro- ceedings of Council or in committee, the law of Parliament shall prevail, and that the law of Parliament govern- ing this case was that referred to by Councillor Frawley. Reeve Radon- hurst said he knew there was no such law and asked the Mayor to read it. The latter did not do so, but argued that his contention was legal and there- fore ruled the amendment to. the amendment out of order. Reeve Rad- enhurat then appealed. against the Mayor e ruling. ' " When a question is under debate, no motion shall be received, unless to amend it, or commit it, or to postpone it to a certain day, or for the previous question, or to lay it on the table, or tor adjournment, or for notice of mo- tion " d ' No. I Ward-Duvid O'Connell, as: aessed for $450 to Public School, should be Sepante School 5 Mort McCarthy, $300. 'Mayor Wells contended that the Rule quoted did not meet the case and quoted Rule 31, as follows :- Reve Radenhugat tfziefd to aul;staa- | tiate his amendment by Rule 16, of the l By-laws, which says :- ` Councillor Frawlev again rose to a point of order, saying that it had been settled that the -appointment. is to take effect on and after January lot, 1898, and therefore cannot be left over for next council. He submitted therefore, that the amendment to the amendment was out of order. Fmthermore he contended that this matter-could not he opened up again unless both the mover and eeconder desiring to do so had voted for the amalgamation of the oices, and this they had not done. i Reeve Radenhursb _and Uouncillor Peacock moved in. ainendmene to the amendment that they report be `left over till the first regular meeting of the Council of 1898. j `Councillors Hubbert and Frawley then moved in amendment that the Council go into` committee of the whole to consider the_rep Committee. _ ort of Finance Radeuhugsttgv said it was reierred to.the committee to recommend 3 `person for the position, `but that it was also in the power of _thc committee to ask the Council to reconsider the matter refer-' red to them, and therefore if a minor- ity report `is legal, the-minority might quite ' legally ask for reconsideration. The Mayor, however, ruled _the amend- ment out of order on the ground that the amendment introduced new matter, viz : --the retention of the separate aices, which had already been decided, and which the committee was-not asked to report on.~ ' NORTH EBN ADVANCE.
