I` Dislntectionsand Individual in-epayiaxtu Against Infectious Diseases. 1. Fire. 1t is hardly necessary .to say that burning of infectious material, infect ed clothing, -etc., is an e'ectual' method of disposing of it. This method of disin- fection is always to be recommended, when practicable or consistent with a due regard for economy and the rights of individuals. As a rule,_ articles af little value, which have been soiled with infec- tions material, had better be burned; and thisis especially true of old clothing and bedding. But we have other eicient methods of disinfection which makes it unnewssary to sacrice articles of value except under unusual circum- stances. _ V i N` 3-~~ -___-_._..- IIIL- .12-}- Isbuuuus. 2. Steam under pressure. The disin- fecting power of steam given of from boiling water in an open vessel does not differ from that of. the water itself, but conned steam has a temperature corres- ponding with the pressure as indicated by a steam gauge. At twenty pounds pres- sure, the temperature is about 230 Fahr (105 C.); at twenty-ve pounds it is about 240Fahr. ; at thirty pounds it is 250 Fahr. Moist heat at the lowest temperature named destroys the _ most resistant spores in twenty minutes. while a temperature of 240 Fahr. is effective almost immediately. A 1-5 9 -r 1 g 3. Boiling. In the absence of spores, bacteria are quickly killed at a tempera- ture considerably below the boiling point of water, and it is safe to say that boiling for half an hour will destroy all known disease germs, including the spores of anthrax, which have less resisting power than the spores of certain harmless and widely distributed bacilli, which have Keen found to resist boiling for several ours. run :1 n-r- III L _s_,1 l:__- 4. Chloride of Lime (chlorinated lime, bleaching powder). This is one of. the cheapest and most eicient of disinfectants. It should be packed in air-tight and mois- ture-proof receptacles,-glass is preferable and should contain at least 25 per cent. of available chlorine. It should be used in solution, which had better be made as required. An insoluble residue will be left, which may be removed by ltration or decantation. '1`his,however,is not at all necessary. Chlorinated` lime owes its disinfecting power to the presence of the hypo-chlorite of lime, a salt which is free- `up urn`!-|.\`th :v\ urnlvnse nun-I mhvink dc nndnbln U"I)LIlUl.|UV UL IIIIJV, II suns! "anus: us savv- ly soluble in water,,.an_d which is quickl decomposed by contact with organic mat- ter. Germs of all kinds, including, the moist resistant spores, are destroyed by this solution, but it must be remembered thatthe disinfectant itself is quickly de- composed and destroyed by contact with organic matter, and thatif this is present in excess, gdisinfection may `not be accom- plished, especially when the germs are embedded in masses of material which are left after the hypo-chlorite of lime has all been exhausted in [the solution. 5; Liquor -Sodas Ohlorinatm (Labar- raque s 'solution.) This is a solution of the hypo-chlorite of soda`. Its value M a disinfectant corresponds with that of solu- tions of the hypo-chlorite of lime of the same strength. The perparations in the market vary greatly in `value, and some of those tested by the `committee on dis- infectants were found to be practically without value. This is due to the fact that the solution does not keep well. For this reason, and on the score of econ-' omy, a solution of chloride of lime will be preferable `for most purposes. Laban`- raque s solution is,however, a more pleas- ant preparation for bathing the surface of the body, and both aa a deodorant and a disinfectant will be found useful in the sick-room. Itshould contain at least 3 per cent. of available chlorine. V R nuns:-gn Il.:-I."..-IJ- -3 vl. vvuv. claaullllv UIJIUI IIJUI 1 6. 4Mercuric Chloride (bichloride of mercury, corrosive sublimate). This salt is well known as a deadly poison, which has long been used in domestic practice is a bug poison. Recent researches show that it has germicide powers of the first order, and itis consequently disinfectant which may be recommended for certain purposes, due regard being bad to its` poisonous nature, and to the fact that this is decomposed by contact with lead, tin, and copper, and that lead pipes are soon rendered brittle and worthless by pas `sing through them solutions of mercuric chloride. Its potency in dilute solutions (I : 500 to I :`4000) makesvit colnplratively cheap. and the"danger.;? of {sccid'ent'sl poi- soning 1 from ' such Fdiiute -solutions is not w very_ great i=+The_ ooncentrstedlrsolutions should be co`_loi_6d.`as_ a`~prec_aution against accidet1`..`f0,1`,tlfeyf" hm 7l_|eit]1el color.` nor odor reveaf $91.?` `deadly : nature. ` A"--.=.a:. .=...1.`...a -"n1'nH..i. .`.. l..h.'I. -..;.4.-:`_.'. n--.._ ,"X.%Z53'a3iEi3o +'3`}chJi.`ZZ'ing four ounces to the ellon of wutcr is of conven-_ ientetrength. or e. concenttltbd 'eolution,' to j be tiuued by munuficturerp 9:` `health authorities, `in. properly labelled` bottlee. . The fact that mercuric chloride combines with and coagulates albuminous material, interferes to some extent with its . valueas a disinfectant, and will be kept in view in the recomendations to be made hereafter relating to the practical use of this agent. Mercuric chloride is an eicient antiseptic in the proportion of 1 :15,000, and it exercises~a restraining inuence upon the development of the spores of the anthrax bacillus, when present in culture solutions, in the proportion of 1 : 300,000, and even 7 ` oKQa`oEihercury, . . . . . . .4 ounces. . Snip Thearticle from the Oornhill Magaz- ine (London) on certain remains of ice in New England, which is believed to date from the last glacial epoch, is certainly interesting. Such icy relics are said to existln certain places in . the White Mountains, on the surface, to-day, and to befound sometimes, also, in that section of country in digging wells. Its structure strongly indicative of snow pressed into the ice form under great pressure, is held by the London Magazine to be corrob- orative evidence of the truth of the theory. ' Tan dun -Anna -`$11-I-:4\rsn nnanu nunlahll IUIICVIJI Ice in some situations under ground in that latitude may. exist, like the frozen ground in portions ot Siberia, as well as in Spitzbergen and other Arctic Islands foran indenite time. There is perhaps no reason to suppose that such parts of the earth may have remained frozen, as they now are to great depth for untold ages. The estimate of Dr. Croll-, the Scotch geologist, of 80,000 to 100,000 years, is believed by others to be much under the truth. `I `C D `I\ C "71 ulauvn vllv IIIIJUIIO The frozen wells of Brandon, Vt., Lyman, N. H., Oswego, N.` Y., and one or two other places.may possibly be rem- nants of this ancient ice, though philoso- phers have found another, and, to them, seemingly satisfactory reason in the exist- ence of lateral openings, through which all the non freezing air isconveyed away, leaving the ice to form, while the acces- sion of heat is prevented by intervening layers of clay in the gravel. V We believe this theory satised Professor Brocklesby one of the best of philosophers and best of men, but Professor Hitchcock thought it was possible that the frozen wells might be areas of the glacial sheet which -enveloped this part of the world during the drift period, whether that was 100,000 or1500,000 years ago. nnn`nn:nn1 I-udnln-an - IA... Ours is a pretty old world, ;against divorces .,tlon-of-divoroe` could. 1,. Divorce by the Senate. From present indications, the amount of private legislation to be asked for at the next session of Parliament will be un- usually small, notice of less than half a dozen applications for Acts having been so `far given in the Canada Gazette, and the time is now getting short in which such notice can be given. The Senate, however, it appears. will have about its usual amount of that class of legislation which is peculiar to itself--the granting of divorces- there being no less than eight notices given by mismatched persons for separation from their unsuitable mates. The fact that there are annually so many applications to Parliament for divorce, naturally leads to the question. whether, `if divorces are to be granted at all, the present method of obtaining them is the best which could be devised; or whether it would not be better to establish a Divorce Court for the Dominion, or get the British North America Act amended so that the Provinces could, if they saw t, deal with the question of divorce, as well as the solemnization of marriage, over which they have row exclusive juris- diction. In the Province of Nova Scotia and New Brunswick, Divorce Courts were established before Confederation and no complaint, so far as we are aware, has been made that the operation of these Courts has been to make divorce more common in those provinces than in other portions of the Dominion. On the contrary, we believe the percentage of divorce cases to population will be found to be lower in Nova Scotia and New Brunswick than in Ontario. The present system is costly, cumbersome, and surrounded with objec- tions which would not exist in a properly constituted Court; but there `are serious diiculties in the way of altering it, and with all its objections there is this much to he said in its favour that the Senators can, if they please. have their proceedings almost private, and the public thereby saved from the publication of some of the disgusting details which frequently dis- gracethe proceedings of an open trial in a oDivorce Court. This, however, is a mat- `ter- which rests more with the ress. than with. either the Senate or any curt which lllizht take its place, Newspapers need not publish these details unless they like to,` or unless they think their readers '33`? *0 3085 them, `The great objections to the present system are its expense, its long delays, and the fact that the jury `H." 9` cP9s .l|tIin!
