money to taxpayers but surely the injustice of retaining such tax moneys is too obvious to allow this kind of thing ever to hap pen again i have made some inquiries as to the practical aspects of giving these rebates and am informed that the ne cessary checking auditing and policing of dealers is a simple matter which the large manu facturers could handle on be half of the government without any untoward incidents as a matter of fact mr spea ker i will go so far today as to ask the minister of finance to make an immediate announ cement that whenever new rates are announced whether up or down they will apply to all cars not actually sold to consumers this is the only way to be absolutely fair it might be thought that such an announcement at this time would suggest that a reduction or removal of the luxury tax had already been decided on but this is not the case whe ther the tax is changed or not and this could lie acknow ledged in the ministers state ment there will still be hesi tation on the part of dealers to accept new car deliveries be tween now and the bringing down of the budget unless such a policy is announced now it is common knowledge that there are rumors of some mea sure of automobile tax reduc tion in the air i think it is not too much to say that the minister himself has had a good deal to do with starting those rumors it would be a wise and gracious act on his part and of immense help to the industry if he would now recognize the difficult position of the dealers and state that no decision has been readied about next years auto taxes which is i am sure quite true but that if and when changes are made the new rates up or down will apply only when cars are sold to their new actual owners we must of course consider the effect of the tax removal on government revenues i am sure that tliis is the question which is most important to the minister at the moment i have said that the sum total of rev enue from the luxury tax is currently alxmt 71 millions however even its complete re moval would not mean a loss of anything like this amount to the treasury i have heard various estimates of the actual loss but the concensus of in formed opinion is that it might be no more than half of the present tax lake or about ss millions this is due of coure to the fact that the 71 millions would go almost in its entirety into the main stream of percent that is one way the treasury would get back a substantial part of the 71 million it would gain in other ways also for example it would gain possibly 10000 new taxpayers from the new jobs which for the tax collector to count 1t would gain also from the substantial volume of new spen ding on cars and from addi tional taxes on the accessories that always accompany new kir ownership the same av plies to tires car radios and so oil whose sales would lie immediately stimulated by the upturn in new car buying i could mention many other general benefits from the mea sure of tax relief which i am advocating it would afford some measure of relief to the i overcrowded public transit systems of many of our cities it would make life easier and simpler for those hundreds of thousands of canadians who travel many miles to their work by passenger car and to all of those who have fallen in wilh a hew pattern of cana dian living namely a small home in the suburbs or coun- tryside in closing mr speaker i am well aware that someone may ask the important ques tion why this year i think there are some com pelling answers to that ques tion the sharp rise in unem ployment is one current devel opment that i am sure the go vernment is anxious to check i believe that the minister will find ready corroloration for the estimate of now jobs i have suggested namely a 10 rise in automotive manufacturing employment and at least an equivalent rise in the supply and service industries another good reason for the lax cut this year mr speaker is the fact not generally real ized that one of the contrib- utlng factors to the economic slowdown o last year was drop of 18 in the total sales of the canadian automobile manufacturing industry in 1951 over the previous year i am told that the luxury tax re moval would almost certainly restore that 18 drop in the current year and then go on to add new production records to the output of this great indus try in the years ahead i trust that i have aid en ough to make it clear mr spea ker and to convince the mem ber of the houne and particu larly the government that the j9s5 budge is indeed the time for ihe final and long overdue removal of the luxury tax on thu now common ne-
