the house of commons to date and this matter has been turned over to a special com mittee which probably will be busy with it for a few weeks there are two main provisions in the proposed legislation firstly it is proposd to widen the group of loaning institu tions to include the chartered batiks and the quebec savings bank who will be empowered to make loans on the security of insured first mortgages on residential property secondly it is proposed to abandon the present form of joint loans un der the national housing act and to substitute a system of insured mortgage loans al though the supply of new hou ses in 1953 was greater than ever before the population and number of families keep growing this growth requires continued expansion of hous- in mr winters the minister in charge of the new housing le gislation in his statement said that he felt the present sourc es of mortgage money were not likely to he sufficient to support a housing program e- qual to or greater than the 1953 volume the main object of the legislation is to broaden the supply of mortgage money by making that form of invest ment more attractive increas ing the number of lenders and making more funds available for mortgage lending it is proposed to reduce the down payment from the 20 now required under the na tional housing act the a- mount of the loans will be 90 of the first 8000 and 70 of the
