nation pre serves its records gathers up its monuments decorates the tombs of its illustrious dead repairs its great public struct ures and fosters national pride and love of country by perpet ual reference to the sacrifices and glories of the past as canadians we sometimes are criticized for our apparent lack of national spirit and our lack of appreciation for the historic significance of places and events however in the house this week another nova scotian hon robert h win ters voiced the same senti ments as tile illustrious howe and introduced legislation to establish the historic sites and monuments board of can ada the object of the bill is to provide for the placing of the historic sites board of cana da on a statutory basis an advisory hoard has been in ex istence for some time and with the cooperation of gov ernment has carried on a most commendable work public interest in the board has increased greatly in rec ent years and there has been a quickening appreciation of more extensive for the need activitv the royal the national commission development in the arts letters and sciences recommend a more comprehen sive program of preserving and marking historic sites the constitution of the board under the authority of an act of parliament will give full recognition to the importance of its function it is many years since the federal government first re cognized its responsibilities to honour and preserve historic the new board are to receive and consider recommenda tions respecting the marking or commemoration of historic- sites the establishment of his toric museums and the ad ministration of such places the bill defines an historic place as a site building or other place of national inter est or significance and pow er is given to suitably mark such places and provide for their care and preservation supported by all parties here the bill recognizes the need for permanency in this important phase of our xa- tional growth and develop ment it demonstrates that as canadians we appreciate the greatness of the legacy our history has left us to cherish and preserve rural mail canadas post office depart ment in the fiscal year 1052 5 expended 6375 00i for rural mail services this was an iiv crease over the previous year of more than 150000 in all the public services of canada there are no more faithful public servants than the rural mail couriers and in the main there are none poor ly paid this condition is due not to the wishes of the gov eminent nor certainly not the wish of the people served by ton rural routes it is the result o the tender system of letting contracts this parliament has been giving a lot of thought and study to the problems of the rural mail man as a result the- government has introduc ed legislation designed to im prove conditions and it has been generally accepted by all parties and by the rural mail couriers association under the new legislation the postmaster general is em- lem with me or written me in their views and suggestions their cooperation has been most helpful and much appre ciated any contractor who is find ing dificulty in making ends meet and feels his remunera tion is out of line with costs of giving the service can have his contract reviewed i will be most happy of the opportuni ty lending any possible assis tance to any who wish to re fer their case to me pullets wrxnh 1995 b laboring overtime in life performed prodigies that startled human kind in ottawa a canadian expert said it just could not be done duplicates claimed output for one year was 462 eggs at least eight dozen ahead of airy other bird in barnyard history 3i0 best in canada the best record canadian performance is 300 in 365 days credited to a white leghorn in gait ont duplicate had 360 in a mere 156 days so swift was her production rate that w e alaynard canadas custodian of egglaying records said somebody was being spoofed duplicates british owners insist everything was on the level mr and mrs wilfred hutchings who own the 125- acre farm where duplicate performed by fair means or fowl credit their star boarder with these rapidfiring records sixteen egus in three days ten in 2 hours five in 10 minutes mrs hutchings diary records this place april 17 1052 a period even for dupli- took flush cater was holland blue duplicate was a holland j blue she had gentle eyes unl ruffled manner and nothing to distinguish her from any other bird in the chicken run i until she started laying at first it was two a dav so they i called her duplicate but triplicate and other variants soon became more apt she reached her peak last summer then suffered from seasonal slows last dec 21 she completed a oneyear period with the claimed total of 162 eggs later she laid six more and toppled over dead i guess she just wore her self out says mrs hutchings she seemed right as rain one day and the next she was dead poor thing it was an awful blow to us it sounds silly 1 know but we became quite attached to her used to put her in a basket and ride in to town she loved that may go to museum the feathered friend that stumped the experts became such a pet the hutchings have decided to have her stuffed and mounted by a london tax idermist she may go to a museum but mrs hutchings would rather have her home on the farm near chichester in sussex there wont be any posthu mous merit awards for dupli cate though british agricul ture officials admit shes the fastest of all fowl what about the canadian critic well says mrs hutchings we put a challenge in out- local paper saying he could come down to the future in 1919 an honourarv historic sites board was appointed to advise the department in the selection of sites and events of national importance and worthy of commemoration since 1919 this board has ex amined for their historical sig nificance the circumstances surrounding more than 1000 sites it has declared 623 of these to be of national im portance already 529 historic sites have been marked or ac quired there are five sites marked in toronto but only one in north york it is tie cairn located just north of rich mond hill at the summit commemorating the events connected with the construc ton of yonge street the mili tary road and highwav built in 179fm between lakes ont ario and huron to promote the settlement of province the powers and duties of in these days of rising costs there is such a great dif ference in conditions of the rural mail contracts in a coun try so widespread and divers ified as canada that it is im passible to set any definite schedule of payment road conditions train schedules number of boxes and many other factors enter into the work and cost of the different contracts the new legislation gives the postmaster general authority to take all these and ether factors into considera tion and make adjustments where warranted we hope the incisure will result in more equitable treat ment for the rural mail cour iers of canada and in this i am sure we will have whole hearted support and erdorsa- tion of the people i wish to thank the rural mail carriers in north york who have discussed this prob- stanley theatre policy 2 shows xltely 7 1 pm matinee
