in as much as the trustees requisition for the money required for the oper ation of the existing school and the same is collected through taxes and grants under school area number ii referred to above an additional grant of over 350000 will be paid to the board with the regular legislative grant and this special grant the cost to the taxpayer is lessened it has been estimated that the rate for the operation of the board for school area number ii should not exceed 00 mills in order to provide similar educa tional facilities as they exist today it is acknowledged that addi tional classrooms must he provided and the cost of the building is particularly high however at pre vailing costs a mill rate of only onefifth mill will be required to pay for the debenture costs of building one classroom for which debentures are issued for 20 years on the present assesment in the proposed school area number ii the school attendance is increasing throughout the township and will necessarily demand the erection and maintenance of additional classrooms but the natural in crease is the assessment for the township should absorb a large portion of the cost of new con struction and maintenance under the present system new construc tion is reflected in high rates in a small section school attendance increasing the hoard for the school area may deem it advisable to provide itinerant music or crafts teachers services provided other than those that exist under the present system will necessarily increase the mill rate these costs will be subject to a grant from the department of education and the balance to be levied should not he prohibitive but rather at a nominal sum pro mote and stimulate the education now being extended to the pupils attending schools in vaughan township in conclusion one point that should be emphasized is that a school area board has no relation to consolidation it is not proposed to establish a glorified school in the centre of the area and transport all pupils to that school but rather each and every school will remain as it is and where it is the func tion of the new five man board will be to provide adequate educational facilities comparable to each and every school in the area the school area board of five persons will replace the existing school boards and on a broader and in a more comprehensive manner pro vide education to the pupils from vaughan township two months for cruelty to horses a bruce township farmer named a hammond was arraign ed before magistrate o mcclevis at walkerton on charges of cruelty to animals the charges were laid by c w morris inspector for the prevention of cruelty to animals at hamilton it was stated during the hearing that the accused had two horses penned up in a stable at least since 1940 without sufficient nourishment care and attention and subjected to needless suffering two charges were laid in the case the first charge brought two months in the county gaol while the second charge carried a fine of 200 and costs or 24615 and in default three months in the gaol running consecutively evidence through photographs presented in court of one of the horses and testimony furnished by the investigating officers as to the state in which the animals were kept for so long a period revealed a most shocking story in which the dumb equines were virtually imprisoned in a torture chamber when unfortunately death did not relieve them from their obvious sufferings while it was definitely estab lished that the horses had not been removed from the stable for at least two years and during which time they were practically left without food it was rumored that the time was close to twelve years the manure it was stated had become piled and packed to a height of three to four feet with the result that the body of the one horse had practically grown in the shane of the ceiling rafters against rwhich it had increasingly become jammed the photo presented in court revealed a wholly unbe lievably distorted and deformed frame of a horse the hind portion of the animal was twisted like a corkscrew and the hooves were bent back the weight of its emaciated body resting on the first joints the head and neck which could not be raised were stated as being hard against the rafters of the stable one of the horses the bone of whose shins avas exposed had to be disposed of with a gun by the officers
