slow pace for the numerous important mat ters on the agenda a long strenu ous session lies ahead especially when it is remembered that the very heavy program includes dis cussions on such allimportant matters as the budget estimates trade treaties housing employ ment etc with private members while anything pertaining to the budget of the federal government is of course a deep secret at this nme yet ever since the dominion- provincial conference had failed to attain its objective ending some what in the same manner as the ill- fated similar meeting here early in i1 there has been a virtual flood of wild speculations along parlia ment hill with one of the most i ersistent stories being that the effects of this failure may be felt in the coming budget unconsciously playing into the nands of problems confronting countries in regulating forestry practice as provided by a new act passed by the ontario government in his article which is reprinted below air irwin refers in part specifically to haliburton county and discusses the issue confronting the haliburton county council apparently as a partial answer to the pressure from various con servationminded groups and cer tain other authorities the ontario provincial legislature has passed bill 93 an act to provide for the control of the cutting of trees this act provides thai subject to the approval of the minister of lands and forests the council of a county and in a territorial district the council of a township may pass nylaws a instructing and regula ting the cutting of trees in any part of the country or township certain counties have been seek ing such authority for some years and it is to bo hoped that they take advantage immediately of this act to effect the restrictions on unwise cutting that has been far too com mon such county action would provide a test of the new act and would indicate how far the provin cial government acting through the minister of lands and forests is willing to allow the limitation of what have heretofore been regard ed at the rights of persons to do as they wish with their own pro perty not enough foresters available another concern to county coun cils will be to secure the assistance of qualified technical foresters in establishing general regulations in this regard but more particularly detailed cutting plans for farmers woodlots with which the councils are concerned presumably because of the effect of the removal of tim ber on the general welfare the supply of such foresters falls far short of the demand and we have past government mismanagement to thank for this situation in view of this storage two questions may be asked and the answers awaited with interest will the minister of lands and forests rpprove general or detailed county regulating
