the province beginning august 1st originally it was intended to start the new system on july 1st but ow ing to york county failing to fall into the scheme the delay was caused according to mr conant under the new scheme which york county considers not satisfactory every county in the province with the exception ot york will be assisted in its policing by provincial police in accordance with the redistribution york county mr con ant said in review was offered five provincial police on a basis considered equitable and fair in relation to the other counties but has decided and advised me that it does not desire the services of these police this has made possible more provincial police in the other counties of the prov ince it is desirable and intended that one of the provincial police the acting high county constable be located in the county town of each county provincial officer w h clark of oshawa is acting high county constable of ontario coun ty with some years experience and will therefore be locat ed at whitby the nigger in the rail woodpile why has cooperative competition between can adas two great railway systems failed during the recent debate in the senate an effort was made by some govern ment speakers to indicate that the failure was due to the fact that the canadian pacific railway blocked cooperation a suggestion to this effort was actually incorporated in the draft report which government leader dandurand sought to have the special railway committee present to the senate but other senators pointed out that there was no evidence that the cpr had at any point blocked cooperation and the phrase was eliminated by senator dandurand during the debate in the upper house senator ballantyne of montreal who was one of the original sup porters of the duff commission plan of coopeiative com petition admitted the failure of that plan but he objected to the repeated assertion that it was the privately owned line that caused the plan to fail the truth about cooperation is that neither the bennett nor the king government has ever made the slight est move to bring the two railways together or to encourage important cooperative moneysaving agreements between them it may further be true that cooperative competition is a futile pararox and it could not be successful but this much we do know that no substantial measures of coopera tion have been put into effect and that whether for practical psychological or political reasons the duff plan is a failure the dominion department of agriculture has been urging canadian farmers to produce more for the british market in a series of advertisements the department gives comparison of variations in danish and canadian hog pric es they further suggest that many canadian farmers should adjust their breeding practice so that more pigs will come to market when prices are normally highest with the cooperation local service clubs are giving the young farmers of durham county in establishing swine clubs we will expect a big contribution from this source in wipeing out the national debt by 1950 working the old trick in uxbridge 300 citizens of the town of uxbridge have signed a petition asking the municipal council to submit a vote to the people calling for the open bar in the town where local option cairied about 25 years ago the old gag of the liquor interests is being wafted over the community of bringing back the open bar for the beer guzzlers on the plea that the bootlegger has got to be driven out the gag is that the law is being allowed to fall into disrespect with the very idea of swinging the people back to the open bar if the law cannot be made to operate against the bootlegger it is not reasonable to suppose that it can operate to keep the open bar in bounds public school teachers plentiful four hundred teachers applied for a position for the three vacancies on fergus school staff and seven hundred applied for another three in acton this looks as though there is still an abundance of public school teach ers available no doubt half the number making applica tion for the two graded schobls were inexperienced and no graded schools care to take on inexperienced teachers just recently when the stouffville school board refused to increase salaries of the public school staff beyond 900 for lady teachers they unquestionablj acted in accordance with the wishes of the ratepapers who might rightly protest paying unnecessarily high salaries when the market is flooded with available teachers criminal code forbids sale of draw tickets d f holden sons have decided it is the better pait of wisdom to discontinue handing out tickets to their custom ers which were later put in a bag and the lucky draw given a prize changes in the criminal code left the firm open to piosecution hence the necessity of discontinuing the practise there is a portion of the criminal code of canada which doesnt leave much of a loop hole for selling tickets on games of chance or for draws 236 everyone is guilty of an indictable offence and liable to penalty two years imprisonment and to a fine not exceeding two thousand dollars who a makes prints advertises or publishes or causes or procurers to be made printed advertised or published any proposal scheme or plan for advancing lending giving selling or in any way disposing of any property by lots cards tickets or any mode of chance whatsoever completes first year of allhomeprint circulation hits alltime peak this month the tribune completed its first year as an allhcmeprint weekly news paper this move of stepping into the larger field of publica tion has proved itself quite as fully a success as was anticipated and talks with subscribers and advertisers have only added to our belief in the growing popularity of the pap er seeming to crown our efforts was the winning of the jos clark memorial trophy for the best allround weekly in ontario and quebec in towns of 1500 and less we cannot overlook the fine public cooper all- time peak of 1312 paid sub scribers nearly 4000 readers make the tribune the strong est advertising medium at the least cost for both local and dis trict merchants a splendid foundation has been made possible by the increasingly large aud ience the paper serves each week everywhere people will tell you of the fine results they have received by advertising in the tribune paid circulation the another mans headache or some such paraphrasing is the old saying so when the markham post master breathes a sigh of relief the kirkland lake postmaster starts breathing sighs of dis tress it comes about like this there are two dons in mark- ham at present donald e kennedy principal of milliken public school and donald s kennedy who teaches at agin- court continuation school for the past several years don s has got mail belong ing to don e and vice ver sa telephone calls intended for don s went to don e and so on confusion reigning mean time one implored the other goodnaturedly to leave town and clear up the situation finally a short while ago don e accepted a position in kirkland lake beginning sep tember just when everyone was satisfied and with the hope that the confusion was ended don ss application also for a pos ition in kirkland lake was accepted so the two dons hie away and the postmaster in that thriving mining centre will hereafter find what worries earl cook who returned
