spreading over the province what is the value of such a band to the school the community the home and chiefly to the boy in the experience of many places where boys bands have been organized it has been proved over and over again that they are the very best juvenile equalizer any community can have it will take the boy off the street and away from loafing places separate them from idle com panions and set them to work at something that will afterward not only be a great pleasure to themselves and their friends but should they find their way to the larger towns and cities after leaving school will be found of inestimable benefit financially to them i good year ahead coincident with the announcement that general motors dealers in ontario are convening in oshawa this week comes one of more particuar interest to residents of the motor city this later one is made by h j carmichael vicepresident and general manager of general motors of canada who states that the factories of the company will soon be operating on full production schedules for the 1939 models with all emplyees back on full time the first boat in after a lapse of nine years the first boat of any size entered whitby harbour on sunday afternoon bringing a cargo of oil for a local business now being established no trouble was experienced entering the harbour on account of the recent dredging the arrival of this boat is an important event in the life of the town of whitby it means that the harbour now becomes a revenue producer for the federal government and it may be the forerunner of further harbour develop ment which will bring many boats to whitby and increase the governments revenue to justify as w h moore mp has frequently pointed out the expenditure of further monies for harbour improvements whitby chronicle new motor license markers the 1938 motor license plates received columns of editorial adverse criticism so it will be a bit refreshing to say a good word in favor of ontarios 1939 motor license plates which have white numerals and letters on a jet black background these coors will mean much better visibility than the coloring of 1938 markers a pale blue and a paler rose combination as will be recalled the colors of ontarios 1938 markers resulted in a great deal of controversy as to their visibility the ontario government was made the mark of much criticism and ridicule because of their choice of colors in respect to the markers the 1939 markers for ontario will not be a great deal different than quebecs 1938 markers in that the form er will be black and white while the latter are black and sort of a silver the utilitarian will take the place of the question able artistic in ontarios markers of 1939 and after the controversy over the poor visibility of the 1938 markers it is not mkely this same mistake will be made again for some time to come functions of grand jury the importance of the jury system in the mechan ism of democracy was strongly stressed by hon mr justice godfrey in his address to the grand jury at the opening of the jury sessions of the supremene court at whitby last week comparing the totalitarian system of government to the administration of justice in a democracy mr justice godfrey pointed out that there had been a ten dency on the part of democratic citizens to accept their forms of government without giving them much thought in this democratic country we have accepted the principles of democracy without thinking very much about them he stated in the last few years however we have setn arise in europe a tota different form of government countries governed by dictators or totalitarian govern ments he added as a result of the great danger to peace which those governments have become i think some of us are begin ning to think more of what democracy really means ob served mr justice godfrey the functions of a grand jury are part of our democatic institutions and the fundamental principle of democracy leaves administration of law entirely free and independent of dictation from government or from executive mr justice godfrey then outlined the development of trial by jury since its inception in 1790 and outlined the method of procedure for grand juries in criminal cases a bill of indictment would first be present to the jurors and they would then retire to hear the evidence before hearing all the evidence they could bring in a true bill but to bring in a no bill it was necessary for them to hear all the crown witnesses stouffville ontario thursday october 27 1938 china autumn most beautiful man it was encouraging to see the number who came out on the 1st for the day of prayer and to think that that was dupli cated all over china the lord is using this time to stir up his own and as to the month here it has been marked with ill- health as far as mother and father are concerned both of them taking their turn at being laid aside for a time but praise the lord with the cooler weather entries have come in from almost every province in the poultry division the an editorial item appearing in the star weekly should be of especial interest to farmers as it indicates that in the matter of what may be considered the greatest domestic conveniences in the home running water the farmers is far behind especially so in ontario as compared with quebec the weekly star says surveying three thousand typical farms this year the us census bureau found that seven out of ten had automobiles six had radios and four had elec tricity three out of nine had running water two out of nine had bathrooms one in three had tractors and one in four had motor trucks the sad part of this seems to be that running water and bath rooms are features lacking in so many farm homes the can adian census of 1931 showed that only about one farm home in nine in this country had run ning water in the kitchen and only one farm in twenty had a bathroom with running water in one respect the census figur es are almost unbelievable they show that in quebec 32 per cent nearly onethird of the farms had running water in the kitch en and in ontario only 105 per cent in quebec 82 per cent had running water in the bathroom and in ontario only 63 per cent but when it comes to such things as motor cars and tele phones ontario farms lead all others the figures in 1931 were automobiles ontario 603 per cent quebec 189 per cent all canada 416 per cent telephon es ontario 541 per cent quebec 95 per cent all can ada 321 per cent in saskatchewan only three farms in two hundred have run ning water in the home
