surplus 64835 heres a mighty good idea the british have shown us the way again we may think we are smart on this continent but we have not evolved anything like so well thought out a plan for reduc ing motor accidents as that recently proposed for the con sideration of the british minister of transport and which may be adopted here it is all motorists now holding licenses will be provided with new ones class c at the end of six months motor ists who have not been concerned in accidents would get other new licenses marked b at the end of a year drivers still accidentfree would get a licenses an a license would entitle a driver to cheaper insurance rates and a cheaper car license but only as long as he held it and he would only hold it as long as he remained accidentfree one accident and in six months a driver would become a b driver again two accidents in a year and he would be down to c where he began three acci dents in a year and a half would make him a d driver and four in two years bring suspension the idea is to have every cardriver classed by his license according to his accident record over the past six months and treated acordingly baxter talks to canadians to those interested in world events and we trust most of our readers are the radio speech delivered friday by beverly baxter member in the british house of com mons and londdn journalist of the highest oider must have certainly been both reassuring and thrilling mr baxter was addressing the canadian club in the city of montreal and gave a most convincing message of the crisis in europe today and a sketch of the man who heads the british house our statesman approached his subject by stating that he did not really believe the crisis as dangerous as was possibly made out in some circles having only been in canada a few weeks said mr baxter and having read the newspapers here in tve events in europe i certainly believe that to be a canadian one must have very strong nerves coming up to the presentday events he described prime minister chamberlain of great britain as a great man certainly simple terms but ones which he ably proved to do this mr baxter described a most interesting scene in the house of commons some weeks ago immediately follow ing germanys maich into austria never since the great war said mr baxter has feeling been so intensified against germany our speaker said the air was fairly electrified as the members gathered for this first meeting following germanys most recent ruthless and uncalled for move one after another the ministers were described as getting up and advocating an immediate ultimatum to germany that should she so much as set foot in czechoslovakian territory britain would march prime minister chamber lain sat there quietly showing no emotion whatever until the speakers had finished and then rising said that he would issue no decision that day but would be ready to state britains foreign policy at the next session when the tenseness of the situation had passed that thursday crowds milled about the house once more as the french and german ambassadors waited expectantly for the words from mr chamberlain that were to mean so much in short the prime minister said if france goes to war with germany over czechoslovakia she cannot count on britain coming to her aid but to hitler he said france to war britain cannot help becoming en- volyed and in that case she will support those nations with which she has sympathies today by this statement of policy france could not exploit the armed assistance of britain while at the same time germany could not be assured that she would not have britain to fight against should she war with france mr baxters answer to the question is germany going to war was that as far as a war of conquest was concerned german invasion was out two years ago this would have been possible but not today if germany does go to war it will be a war of desperation when a dictator jfti th f cfln only hand the government over to another party at the cost of being murdered in his bed by those whom he formerly dethroned and his onlv other chance to escape is war this is the question which faces hitler todav ottawa firm on the seaway claims legal right to proceed regardless of ontarios attitude financial post ottawa the dominion gov ernment feels that it is entirely within its legal and constitution al rights to proceed with a treaty with the united states for the development of the st lawrence seaway regardless of the atti tude of the province of ontario as expressed by premier m f hepburn this view was express ed by a high official of the de partment of justice the head of the ontario government may be told this fact in precise man ner in the not distant future by prime minister wlm king the canadian government is in a more definite position with respect to waters and water powers than is the government of the united states it was pointed out reference to supreme court the question of water power jurisdiction has never been dealt with by the privy council it was pointed out at the department of justice the dominion government banks it authority on a reference in 1928 to the supreme court of canada a to the relative rights of the dominion and provinces in re lation to the proprietary interest in and legislative control ove waters wth respect to navigation and water powers created or made available by or in connec tion with the government big municipality wants county council abolished to settle 10000 is plan of mp general sir henry croft advocate proposal im mediately upon return to london to a reduction in the member ship of york ounty council or its abolition entirely was urged by councillors eobert gray and charles spencer before york township council last week this council should recom mend to county council to take steps to reduce its membership declared councillor spencer it is my belief as well as scores of important ratepayers that county councils are too large and expensive and that their work could easily be accomplished by the reeves of various munici palities if county council takes no action along these lines this resolution should be forwarded councillor gray contended that many persons felt that county councils served a useless purpose and should be abolished our members of parliament tell us county councils are a good education for politicians said mr gray well its a mighty expensive education as far as the taxpayers are concerned deputyreeve mcmaster stat ed that since york township pays one fifth of the total levy in the county it would be foolish to reduce its membership to the same as some small village on no less than two occasions the matter of reducing the mem bership has come up in county council said deputyreeve cashman and both times the request for reduction was thrown out i think county coun cils should be abolished but until they are i think it unwise to cut our representation councillor spencer was of the opinion that county councils were nothing more than a farce most of the work is done by committees he said there certainly is no need for the council sessions deputyreeve cashman in formed council that premier hepburn favored county coun cils the premier told a com mittee of councillors that county councils were one of the most useful governing bodies said the deputyreeve it would be somewhat useless to send on your abolition resolution right now council defeated councillor spencers motion four to three with reeve macrae and deputy- reeves stuart cashman and mcmaster opposing port elgin ratepayers will vote on sept 19th on a bylaw to raise 45000 for a new high school a british company to settle 10000 settlers in undeveloped parts of canada particularly british columbia will be pro posed to the british columbia government immediately gener al sir henry page croft returns to london the veteran conserv ative member of the house of commons told the empire club in toronto he said he believed a settle ment and development corpora tion backed by british govern ment credit would be able to settle communities all over the empire and back them to success i say this is a dream but one province british columbia is al ready aflame with the idea he said others are sympathetic will not great ontario join in a conference of all provincial governments with the federal government so that canada may tell great britain they would welcome such a plan if great britain would backit to the best of her power how can anyone outside of a mental hospital suggest this im migration would create unem ployment it would be a god end to canadian life and send 25000000 to 35000000 straight into canadian pockets without increasing the flow of desirable immigrants canada will remain static and continue to bear an unwise and exorbit ant overhead charge in the form of railways roads schools social services and debt as an outsider who cares for canada i cannot help but won der if your present difficulties are not clue primarily to the al most complete cessation of im migration and the fact that the new wealth is consequently no longer circulating let us cooperate now before it is too late and so win peace for the british commonwealth peace through strength and un ity this empire unity now weakened in its ties is the last great bulward of peace freedom and religion let us strengthen it sir henrywho has represent ed bournemouth continuously for 29 years in the house of commons has just returned from a western trip summer may have its over dose of heat
