war are being passed around and what is said to be re liable about another great conflict known as the 1937 war is freely whispered in high up circles it is said here is the alignment of nations as set out in the information that is eald to have reached ottawa ger many italy austria and japan on the one side with great britain france russia and the little en tente of three balkan nations on the other side with smaller nations becoming involved as the war pro gresses japans attack on irussia from the east is intended to give germany a freer hand in her in vasion of france through switzer land and holland the attack of japan on russia is expected to draw the united states into the conflict on the side of its allies in the great war writing about the early pros pects of a more horrid war than the last one is not a pleasant task but those who have followed the re armament of european nations in recent years the ibreaking of the treaty of versailles toy germany italys haste to restore the prestige of ancient rome and the millions voted this year by the british parliament for air land and naval defences cannot fail to foresee the war scare threatens to become a grim reality before long and the in formation reaching ottawa is the magazine will blow up next year with japan attacking the united states on the pacific canada as part of the british commonwealth of nations may also become involved and japan with its powerful fleet could soon cause tremendous dam age to british columbia ports with the league of nations impotent and the motherland fighting for its very existence against air raids that would lay its cities in waste from an enemy base only 320 miles away canada will have to make prepara tions for its own defence for our motto should be give us liberty or give us death the threatening war clouds certainly are very ominous and defenceless canada with its tremendous natural re sources would be a grand prize for any nation that is seeking territor ial governments have heen lacking never before in the history of the world have governments beeu as much harassed by deputations with memorials setting forth their claims for special attentions and also giv ing directions as to how the affairs of this country should bb run the reports of these conventions as published in the press make inter esting reacting everywhere evi dence of the old maxim passing the buck seem to prevail perhaps the most active organi zations in this respect are the cities during the year 1935 three conventions were held in ontario alone these were well attended the discussions covered a wide range of subjects and as a rule there was evidence of considerable thought and study on the isth and 19th april last a dominionwide convention of city representatives was held at ottawa while more re cently june 1011 another con vention of ontario mayors was held at orillia questions of great im- portance were discussed and reso lutions voted upon these were pre sented to the federal cabinet and as on previous occasions a very cordial reception was given to them the question naturally arises what are the smaller units of mu nicipal government counties townships towns and villages going to do in this age of central ization when local industries are moving to the cities and making them larger often at the expense of the towns and villages unless a concentrated effort is made many of them are doomed to disappear from the map the last census shows a considerable decrease of the popu lation of towns and villages while cities have all shown substantial in creases the question is a very complicated one and is of the great est importance at this hour all the best minds in our country are unit ed on one point and it is this one the very life of our nation depends upon florishing centres such as towns and villages where the country folk will enjoy community life and will be able to secure what they need for their homes without having to go to the city to get it there is no use beating around the bush the future of the pre sent generation is at stake unless we can manage to keep thriving community centres such as can be provided by our towns and villages a part of the farming population will eventually drift to the cities the economic structure of our country would therefore soon loose its ibalance and the result would be collapse and destruction municipal councils of towns and villages have to shoulder very serious responsibilities the task of administering the municipal affairs in any municipality is no sinecure during the years of unemployment when so many social services have to be organized and maintained the average taxpayer has not the faint est idea of the amount of work trouble and worry which falls up on the lot of his elected representa tive if it were possible to conceive an arrangement by which each tax payer would have his turn in the ladministeration of the affairs of his municipality even for a very short time a different view would be taken by those who critize most vehemently their elected repre sentatives one of the most serious handi caps facing municipal councils to day is the method of levying taxes to meet the increasing demands for public and social services in this matter there has been practically no changes during the last decade while on tho other hand new ser vices had to 1e created such as relief to the unemployed hospital ization of indigents mothers allow ances old age pension etc the municipalitys share for all these expenditures is levied mostly all on real estate under the old thread- worn method in existence long be fore the establishment of these social services new conditions call for new methods this should apply to municipal assessments and taxation as well as in any other matter it is a peculiar situation in our muni cipal system today when so many new and expensive services liave been created that in nearly every town and village from 25 to 40 per cent of the citizens manage to escape the tax collector for the good reason that their names do not appear on the assessment roll as owners of real estate these citi zens have tho benefit of all the public services and enjoy all the privileges accorded to and main tained by their taxburdened fellow- men the ontario association of rural municipalities is making a special effort to have a largo conference of municipal representatives meet the executive committee as soon as convenient in a central place probably toronto where problems affecting towns and villages and their relation to the smaller muni cipalities will be studied and the situation presented to the powers that be license and taxes the young man decides to marry he givgs his bride a fur coat as a wedding present the trapper who caught the mink had a trappers lic ense the dealer to whom he sold it has a fur dealers license and the retailer who sold the coat hasa business license the young man then buys a mar riage license is married by a licens ed clergyman goes on his honey moon staying at a licensed hotel he returns to his newly purchased home bought from a licensed real- ter of course he has to buy a car and a license to go with it in addition to sales tax and to revenue stamp on the cheque he paid for h then he buys a drivers license he fills the old bus up with gas on which there is a provincial tax he takes the bride to the show and pays amusement tax she fin ally insists on a dog so he buys a dog tag he is fond of sport so he must purchase a gun license and a fishing license every home has a radio so he buys a radio license his wife gives a bridge party he cannot open a pack of cards unless he breaks tho revenue stamp the bride says be sure and get some wine he gets a permit to buy the wine over the cork is stuck a rev enue stamp he must of course have cigarettes for his guests over the packet is plastered a revenue stamp he must have matches to light the cigarettes on the box of matches is an inscription tax paid finally junior arrives the young father pays a registered nurse and a doctor licensed to practise in the province poor little beggar his fond daddy is wondering wheth er he has to stick a revenue stamp on him or take out a license neith er the lusty youngster has a mortgage of 400 hanging around his neck his per capita share of j canadas national ddbt yes dear reader continues
