interpretation of the judge in respect to sections 51 and 52 of tho public health act applying to tho matter in question is that be fore a doctor treats or continues to treat a patient whose circumstances seem to show that ho or she is un able to pay for treatment the phy sician must get from tho reeve of the municipality or its relief otllcer a certificate to tho effect that on ac count of poverty the party is un able to pay and the council accopts responsibility for the account and his honour so ruled dr j b miller medical omcer of health ot mildmay partner of dr otoolo mado an finance leaves the world economic conference at an early date to return to canada for the pur pose of preparing to float a loan currently supposed to he in the neighborhood of 400000000 before parliament adjourned finance minister rhodes was giver authority to float not exceeding 750000000 there are two reasons why money is needed by the federal govern ment and must he raised by loan one is maturing loans of former years totalling 170000000 which become due and for which the government has no funds to settle the other is the fact in spite ot new and heavier taxation in three successive budgets the annual re venue of the federal government is once more falling behind expend iture even faster than expendit ure is pared the revenues sink thi process has not yet been halted by the upturn in affairs noticed recently in canada one deplorable effect of the need of borrowing further sums of money is that the annual interest bill which counting the c n interest now runs almost as high as the total sum paid out in essen tial government services plus war pensions will grow still higher some progress was made in the large conversion loan two years ago in paring down tho annual interest bill but tills has been offset since since by the need of additional loans canadas national debt is now over tho 2000000000 lilark and counting adverse exchange tho interest bill last year was in the neighborhood of 135000000 as against this the entire sum devoted to the civil service of can ada and all departmental services in the current year is only 140- 000000 and drastic efforts have been mado to cut this down to 120000000 repeated protests have been made in the house by ccf members against tho tendency to pay money its wages without serious attempt to limit tho cost whilo ruthlessly de flating labor wages and other ex penses of tho federal treasury deficits in the last three budgets havo added somo 350000000 to tho national deficit ot canada and unloss revenues pick up there will be another staggering deficit in tho current year a little more swelling of the annual interest bill and a little moro paring into vital ser vices and the canadian public will see tho spectacle of the bulk of its taxes going directly into the hands of the money londer for interest ville are among attractions the long list of green industry at greenwood is 100 years old green family
