montreal who had frequently bought horses the january session of the lork in stouffville was brought before county council opened on tuesday j ruddy atghitbv in the of last week with a full attendance countv court lastriday it was of members i charged that green did unlawfully george b padget reeve of mark- obtain from mcmillan bros of port ham was elected warden without a contest after fifteen years of contin uous service as county councillor he was escorted to the chair by his nom inator and seconder reeve keith of newmarket and reeve j m gard- house of weston both exwardens two other men were nominated but both withdrew after signifying their intention of running in 1924 if again returned as representatives of their municipalities reeve gard- house of etobicoke and reeve wm jackson of new toronto in his inaugural address the new- warden expressed the hope that the county council would proceed with the reforestation scheme proposed some time ago he intimated the need of an organization of the edu cational system as it affected the ur ban portions of the county and ex pressed the opinion that the police force should be reorganized to suit new conditions if york township broke up and the portions withdrew from the county the striking committee which se lects all the standing committees was elected as follows thomas trench richmond hill wm keith newmarket a e pugsley sutton c e willoughby north gwillim- bury w j gardhouse etobicoke alex mcmurchy king wm jack son new toronto after the striking committee had been appointed reeve wm keith of newmarket a member of the county highways commission brought to the attention of the council that deputy reeve morgan baker of j whitchurch had during the inunici- pal elections campaign on the public platform charged the roads com mission with misrepresentation mal administration and dishonesty and asked mr baker to publicly retract mr baker refused and messrs keith and j m gardhouse mem- bers of the commission asked for an investigation i the charge specifically mentioned perry a car of horses and credit to the amount of 2350 by fraud mr h h gordon of toronto prosecu ted for the crown and green was defended by g n gordon kc of peterboro f callaghan kc mon treal and daj swanson of oshawa after hearing the case the charge against green was dismissed by his honor mr gordon who assisted green was a former saw partner of judge ruddys we believe louis green was a horse dealer who had being doing business with david iand john mcmillan of port perry for about ten years and the three men were intimate friends- green bought large numbers of hor ses from the mcmillan bros and in the last two years had bought about 229000 worth he was accus tomed to pay for these horses with large cheques and until now mcmil lans had had no trouble in making collections on april 13th green bought a car load of horses from mcmillan and had given him a cheque for 2g60 on the bank of toronto pe terboro in payment mcmillan held the cheque until april 27th then cashed it on the 28th green re turned for another load of borses mcmillan wanted to know if the cheque given for the previous load had been honored yet because he wouldnt let him have a second load until the first had been paid for green replied that the first cheque had been paid and he wouldnt come to him for a second load other wise he wouldnt double
